Position Summary:
ISI Professional Services is seeking a skilled Mechanical Engineer with a strong background in the construction sector to deliver Owner's Representative construction management services for a Department of Defense (DoD) client. This role involves overseeing significant construction initiatives valued at over $300 million, encompassing various project sizes and complexities. The Mechanical Engineer will offer a comprehensive range of mechanical engineering insights and construction management support to aid the DoD client. Collaboration with senior government project managers and contractor project managers is essential, as is the ability to lead, work independently, and communicate effectively.
Key Responsibilities:
- The primary focus will be to assist in engineering and design tasks associated with pre-construction phases. Additionally, the role will support project managers overseeing active construction projects.
- Facilitate Government acquisition processes for both Architectural/Engineering (A/E) services and construction projects by coordinating with various Government working groups.
- Provide expert guidance, particularly in managing and supervising studies and designs for new construction, renovations, and enhancements to real property facilities, including mechanical, electrical, and plumbing (MEP) utility systems.
- Deliver engineering support and evaluations to the Government in managing awarded study and design contracts, including reviewing the work of A/E contractors and providing detailed reports of findings.
- Assist the Government in conducting site assessments, field surveys, and site visits to evaluate constructability and compliance with codes. Draft scopes of work, validate requirements, and participate in pre-bid meetings. Engage in risk analysis and value engineering initiatives.
- Support the Government's development of technical specifications, scopes of work, cost estimation analyses, and schedules for A/E services, including studies, reports, and drawing reviews. Offer reviews, analyses, professional insights, alternative solutions, and recommendations.
- Conduct thorough design technical reviews from initial concepts to final design drawings, ensuring a streamlined submittal review process.
- Independently organize, lead, and participate in weekly project progress meetings and monthly program reviews to assess schedule adherence, identify deviations from the baseline schedule, and evaluate risks to long-term project health. Recommend strategies for risk mitigation.
- Work autonomously to gather requirements and data from other engineers, project managers, or clients, ensuring timely and professional submissions.
- Maintain construction administration data using Excel and web-based software, aggregating information for metrics and briefing tools for senior leadership.
- Regularly prepare and present project status updates, develop and maintain performance metrics, and create well-structured technical reports. Provide written and oral updates to Government leadership and program managers, frequently briefing senior leadership.
Preferred Qualifications: Experience with Pentagon WHS is highly desirable.
Required Qualifications:
- Bachelor's degree in Mechanical Engineering with a minimum of 10 years of mechanical engineering experience OR 15+ years of experience in the design, construction, or operation of chillers, cooling towers, controls, pumps, fans, air handling units, and heat exchangers, along with experience in managing construction projects exceeding 250,000 square feet, and a Professional Engineer (PE) License.
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Public Trust clearance (HSPD-12 fingerprint background check).
