Position Overview

As a Cost Estimation and Analysis Engineer, you will be an integral part of the Cost Engineering and Industrial Analysis Group within the Naval Sea Systems Command. This role is designed for professionals who are adept at applying engineering principles to support major acquisition programs.

Eligibility Criteria

Key Responsibilities

In this role, you will:
  • Assist the technical warrant holder in cost estimation and develop comprehensive estimates and analyses for significant acquisition programs.
  • Create program life cycle cost estimates (PLCCEs) and present these analyses to support decision-making processes within program offices.
  • Provide analytical support for complex defense systems, including life cycle cost assessments and evaluations of contract proposals.
  • Examine mission requirements and system definitions to establish cost parameters and factors for constructing cost models.
  • Generate analyses that enable Navy leadership to make informed decisions regarding costs, budgets, and schedules throughout the lifecycle of Navy programs.
  • Engage with acquisition program office personnel, technical teams, defense contractors, and external government stakeholders.

Employment Conditions

To qualify for this position, candidates must meet the following conditions:
  • U.S. citizenship is required.
  • Must be deemed suitable for federal employment.
  • Participation in the direct deposit pay program is mandatory.
  • New hires will undergo an E-Verify employment verification check.
  • Compliance with Selective Service registration is required for males born after a specified date.
  • Obtaining and maintaining a security clearance is essential.
  • This position is subject to the Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements.

Qualifications

Applicants must demonstrate at least one year of specialized experience equivalent to the NH-02 level in the federal service or possess equivalent experience in the private sector. This experience should include:
  • Researching and developing cost estimation models.
  • Performing estimates and data analysis to identify program cost or budget requirements.

Educational Requirements

Candidates must meet the basic education requirements as outlined by the Office of Personnel Management, which include:
  • A professional engineering degree from an accredited institution.
  • Current registration as an Engineer Intern (EI) or Engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  • Successful completion of the Fundamentals of Engineering (FE) examination.
  • Completion of relevant coursework in engineering or a related scientific field.
