The successful candidate will be responsible for overseeing a County behavioral health care program that is person-centered, individualized, clinically effective, outcomes-driven, culturally competent, gender-specific, trauma-informed, developmentally appropriate, and inclusive of evidence-based treatment, rehabilitation, and recovery service approaches.

The ideal candidate will have a graduate degree and current California license in a mental health discipline, with strong experience in managing behavioral health services, working with survivors of torture or other severe trauma, and experience and competence with diverse populations and language groups.

The Behavioral Health Program Manager will provide leadership and total oversight of day-to-day activities, tracking and reporting required outcomes to County, and supervising four County program staff. The successful candidate will also be responsible for conducting crisis intervention as needed, conducting assessment sessions for clients, and conducting outcome assessments.

The Behavioral Health Program Manager will work closely with County staff to review and discuss client cases, develop/update treatment plans, and provide information, education, and consultation to representatives of outside agencies, other torture treatment centers, community groups, and the public.

The ideal candidate will possess strong clinical skills, especially in trauma and crisis management using a holistic, strengths-based approach, and be proficient in ETO or comparable database, County BHS software, and Microsoft Office Suite.

We offer a competitive salary range of $80,000-$85,000 and a comprehensive benefits package.

Responsibilities
  • Ensure compliance with County BHS client-related contract including productivity and utilization management reviews
  • Oversee Emergency Response protocols and serve as Security and Privacy Officer
  • Conduct crisis intervention as needed
  • Conduct assessment sessions for clients, using the Patient Health Questionnaire (PHQ-9), General Anxiety Disorder (GAD-7), and the PTSD Checklist for DSM-5 (PCL-5)
  • Conduct outcome assessments, including use of the Recovery Markers Questionnaire (RMQ), Illness Management and Recovery (IMR), Milestones of Recovery Scales (MORS), and Personal Well-Being Index (PWI)
  • Conduct needs assessments, define and address training issues and set goals for County program
  • Conduct meetings with County staff to review and discuss client cases, develop/update treatment plans
  • Conduct occasional emergency intakes and manage urgent walk-in appointments
  • Provide information, education, and consultation to representatives of outside agencies, other torture treatment centers, community groups, and the public
  • Evaluate County program to determine if quality of services is meeting goals and objectives; monitor quality of care and number of clients and types of services delivered; make recommendations to executive director pertaining to changes to existing program
  • Participate in monthly Ad Hoc meetings in addition to all regional provider meetings, as scheduled, and all COR meetings, as requested, to further the development of a regionalized, integrated system of care
  • Provide responsive, high-quality services to clients, other staff, and representatives of outside agencies and members of the public through accurate, complete, and up-to-date information in a courteous, efficient, and timely manner
Requirements
  • Graduate degree and current California license in a mental health discipline
  • Strong experience in managing behavioral health services, working with survivors of torture or other severe trauma
  • Experience and competence with diverse populations and language groups
  • Proficiency in one or more languages of the five threshold languages of San Diego County preferred
  • Strong clinical skills, especially in trauma and crisis management using a holistic, strengths-based approach
  • Proficient in ETO or comparable database, County BHS software, Microsoft Office Suite
  • Strong commitment to the mission of Survivors of Torture, International
  • Possess valid California driver's license, adequate auto insurance, and reliable vehicle
