GENERAL POSITION SUMMARY:
This role involves the execution of standard accounting responsibilities across various stages of the financial process. Key tasks include general record-keeping, managing accounts payable and receivable, overseeing fixed assets, and preparing for audits. Additionally, this position entails managing building reservations and handling phone inquiries. A portion of the duties will involve supporting the HR Manager/City Recorder with meetings, minute-taking, and special administrative projects.

SUPERVISION RECEIVED:
The employee operates under the general oversight of the Finance Director, with additional guidance from the HR Manager/City Recorder.

SUPERVISION EXERCISED:
No supervisory responsibilities.

ESSENTIAL FUNCTIONS:
The following tasks are deemed essential for this position:

TASKS, TOOLS & TECHNOLOGY:
Accounts Payable/Receivable:
  • Generate Purchase Orders as necessary. Organize and classify invoices for payment. Reconcile packing slips, quotes, and invoices; process statements for payment; issue checks for all accounts payable.
  • Manage regular accounts receivable billing and maintain customer accounts, including collection procedures for overdue accounts.
  • Process assessment billings and generate receipts; maintain necessary records and satisfy liens upon full payment of assessments.
Fixed Assets and Audit Preparation:
  • Track capital expenditures and coordinate fixed asset identification; maintain records for the general fixed asset account group and enterprise fund's fixed assets; prepare relevant audit documentation.
General Finance Duties:
  • Coordinate and manage the Building Reservations schedule and customer agreements.
  • Serve as the primary contact for all incoming calls to the City's main line.
  • Handle daily mail and perform daily bank deposits.
  • Act as the front counter lead in the absence of the full-time Accounts Payable/Receivable Technician, addressing customer calls and in-person inquiries, and managing cash transactions.
  • Exhibit professional and courteous behavior towards staff and the public, fostering a positive work environment.
  • Prepare journal entries.
  • Create and maintain a comprehensive desk manual for the Accounts Payable/Receivable Technician role.
Administration Duties:
  • Attend City Council meetings and assist the City Recorder with recording and live streaming processes. Participate in City Council Work Sessions as needed.
  • Draft City Council meeting minutes.
  • Support special Administration/HR projects as requested.
Backup Duties:
  • Assist the Payroll Technician periodically by reviewing timesheets, payroll vouchers, and registers.
  • Process payroll in the absence of the Payroll Technician, in collaboration with the Finance Director.
  • Monthly reconciliation of bank statements to the General Ledger by the 10th of each month.
  • Assist the Finance Director with budget-related projects as needed.

Knowledge:
Thorough understanding of contemporary accounting principles and practices, particularly in governmental fund accounting; ability to perform detailed numerical work; capacity to multitask and work independently with minimal supervision; ability to interpret and comprehend laws and regulations; maintain an organized workspace and ensure the security of confidential documents; effective verbal and written communication skills; proficiency in operating standard office equipment.

Abilities:
Proficient in using a computer to fulfill job responsibilities; familiarity with Microsoft Office applications, databases, and customized software; ability to create spreadsheets and work with surveys, web pages, and electronic presentations; capable of working effectively and harmoniously with all city employees, public officials, other agencies, and the general public.

EDUCATION, CERTIFICATION, & EXPERIENCE:
Minimum qualifications include one year of experience in bookkeeping or accounting, along with cash management and customer service experience. A high school diploma or GED equivalent, supplemented by college-level coursework in bookkeeping or accounting, may substitute for required experience on a year-for-year basis.

WORKING CONDITIONS:
The work environment is typical of an office setting, characterized by a professional atmosphere that supports both teamwork and independent tasks, with variable pace and pressure. The noise level is standard for office environments, with light customer traffic.

PHYSICAL REQUIREMENTS:
Frequent sitting, standing, bending, kneeling, stooping, reaching, and manipulating objects are required. Mobility is necessary, with the ability to move materials weighing up to 10 pounds regularly and occasionally up to 25 pounds. Manual dexterity and coordination are essential for operating office equipment. The ability to sit for extended periods and perform detailed work on numerical reports is required.

SUPERVISION:
Works under the supervision of the Finance Director, who reviews work for accuracy and adherence to established procedures. Some direction is provided by the HR Manager/City Recorder. This position does not have supervisory responsibilities but may provide basic training and orientation to volunteers, students, interns, and new personnel.

WORK SCHEDULE:
Part-time, 24 hours per week, typically scheduled between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening work required for City Council meetings.
