Summary
This position involves conducting meter service tasks to support the Customer Service Department. Responsibilities include investigating customer meter issues, replacing malfunctioning meters, initiating new service connections, and executing service disconnections. The role requires accurate documentation and timely completion of work, ensuring the precision of information related to meter serial numbers, meter register numbers, service addresses, locations, routes, sequences, and readings. The technician will assist in the collection of overdue accounts by disconnecting services, securing and removing meters, reporting instances of meter tampering, and restoring services upon receipt of payment.
Job Duties
1. Operate and read various types and sizes of meters within the water system, utilizing necessary meter reading technology.
2. Receive assignments through a mobile work order system, perform required service tasks, document actions taken, and submit completed work via the mobile platform.
3. Execute disconnections for non-payment weekly; coordinate tasks with the work group; identify and report meter tampering cases; secure or remove meters as needed; restore service when applicable; assist customers with inquiries or complaints; respond to after-hours calls related to disconnections; provide support to the City Marshal concerning tampering prosecutions.
4. Assist Customer Service Field Representative II in assigning sequence numbers to new customers and managing existing routes.
5. Aid in testing meters as directed by Customer Service Field Representative II.
6. Support investigative efforts to locate meters; mark and flag meters for identification; assist in ensuring database accuracy and completeness regarding meter issues.
7. Read meters at major manufacturing facilities and industries as required.
8. Conduct final bill disconnections; document all completed work and notify the billing department; assist office staff in maintaining record accuracy.
9. Replace outdated or defective meters, report final readings to billing; repair leaks in meter boxes, and secure vacant accounts. Notify other departments of significant repairs or meter relocations needed.
10. Ensure the safe operation of the assigned City vehicle; inform the supervisor of maintenance needs; verify that all necessary tools and equipment are accounted for daily.
11. Adhere to City policies and ordinances while performing duties.
12. Undertake additional related responsibilities as required.
Minimum Qualifications
Education and Experience:
High School diploma or G.E.D.
Any combination of experience or education equivalent to the above.
Licenses and Certifications:
Valid Class C Driver's License with a satisfactory Motor Vehicle Record (MVR).
Knowledge, Skills, and Abilities:
Familiarity with equipment, tools, methods, and materials used in meter reading and application practices.
Understanding of departmental policies and procedures.
Knowledge of local geography and street layouts.
Proficiency in Geographic Information Systems (GIS).
Basic plumbing knowledge.
Vehicle maintenance awareness.
Computer operation skills.
Ability to effectively use hand tools.
Capacity to comprehend and follow oral and written instructions and communicate clearly and effectively.
Ability to read and record information accurately and legibly.
Capability to work under adverse weather conditions.
Ability to represent the Department of Water Resources positively in the field.
Skill in dealing effectively with the public and maintaining composure in stressful situations.
This position is highly visible, and good public relations foster a positive perception of the department among customers.
Supplemental Information
This position is classified as safety-sensitive and is subject to random drug/alcohol testing.

This position qualifies for a 5% certification incentive upon obtaining a water distribution operator license.
Automatic promotion to Customer Service Field Representative II may occur after two years of experience in this role, meeting qualifications, and receiving a manager's recommendation.
