The Assistant Director of Ethical Standards acts as the primary resource for ethical practices, addressing allegations, complaints, and conflicts of interest. Reporting to the Executive Director, this position provides counsel to all departmental personnel, external legal advisors, volunteer commissioners, and, when necessary, the President and Board Commissioners on legal and policy-related matters relevant to the Department's mission. The role also encompasses oversight of compliance audits, including vendor and campaign donor regulations and reimbursement processes.
Key Responsibilities:
- Support the Executive Director in planning, directing, organizing, coordinating, and assessing the overall functions of the Department of Human Rights and Ethics.
- Prepare and present the Department's annual budget, establishing departmental goals, objectives, and performance metrics.
- Develop, implement, and enforce office policies and procedures. Lead staff in identifying, investigating, mediating, and resolving human rights discrimination claims, while analyzing complex issues and recommending solutions.
- Design and deliver training programs for employees on the laws, regulations, and policies governing government employee conduct, providing ongoing education for staff and the public.
- Oversee all aspects of investigations into ethical violations, providing guidance on compliance matters and analyzing sensitive issues to recommend appropriate actions.
- Maintain a comprehensive Code of Conduct that outlines expectations for ethical business practices; manage the documentation of compliance and ethics initiatives, including the development and annual updates of compliance plans.
- Conduct audits and regular reviews of complaint files, training records, and complaint tracking systems; analyze trends and provide guidance on compliance and risk assessments.
- Direct external legal counsel as necessary for departmental legal matters, liaising with civil rights agencies and advocacy organizations.
- Prepare agendas and schedules, and participate in monthly Commission meetings for all three Commissions.
- Engage with city officials, employees, and the public as part of investigative processes, training, and compliance meetings.
- Bachelor's degree from an accredited institution, along with a minimum of three (3) years of experience in public administration, human relations, human rights, women's issues, or ethics administration, or an equivalent combination of education and experience.
- Proficient in general word processing skills.
- In-depth knowledge of local, state, and federal human rights and ethics regulations.
- Demonstrated integrity, ethical conduct, and stewardship, with knowledge of best practices in ethics and accountability programs.
- Experience in auditing, law, ethics, compliance, government operations, or financial management.
- Ability to plan, organize, direct, research, and evaluate activities related to complex investigations of significant countywide importance.
- Proficient in building and maintaining professional relationships with employees, managers, and external representatives; strong mediation and interpersonal skills are essential.
- Exceptional communication skills, both oral and written, with the ability to interact professionally with high-level officials.
- Juris Doctorate or Master's degree.
- Professional experience in human rights, ethics, and women's issues.
- Prior supervisory or managerial experience, with outstanding writing and communication skills.
