OVERVIEW OF THE ROLE

  • The Office of Quality Assurance (OQA) is seeking a seasoned functional solutions architect to deliver operational support, manage releases, and assist users for various applications.
  • The selected candidate will provide support for the following applications:
    • Survey Agency Information System (SAIS) Web Applications
    • Survey Agency Information System (SAIS) Windows Applications
    • Enterprise Licensing System (ELS) Project (SAIS Replacement)
    • Automated Survey Processing Environment (ASPEN) Windows applications
    • Internet Quality Improvement and Evaluation System (iQIES) Web Applications
    • Drug, Device and Cosmetic (DD&C)
    • Hearing Aid Inspection (HAI)
    • Indoor Tanning (IDT)
    • Act 128 - Temporary Health Care Services Agencies - THCSA
  • This role requires collaboration with multiple teams, including but not limited to network, desktop, security, business relations, executive leadership, project management office, quality assurance programs, and vendors. Strong written and verbal communication skills are essential.

KEY RESPONSIBILITIES

  • Engage with stakeholder teams across both business and technical sectors to provide comprehensive support for all OQA applications.
  • Deliver daily operational support, performing initial triage of tickets and issues reported by various teams.
  • Collaborate with the OQA technical lead to resolve issues effectively.
  • Redirect tickets to appropriate teams as necessary for QA applications.
  • Serve as a Functional Subject Matter Expert (SME) for all QA applications.
  • Act as a release manager for QA applications, coordinating application deployments and changes in collaboration with QA program managers.
  • Notify relevant managers regarding actions taken during deployments.
  • Work with ADA to develop plans, prepare responses for change control board questionnaires, and create CCB addendums for migrations to testing and production environments.
  • Collaborate with QA technical SMEs to gather business requirements for legacy QA applications requiring technology refresh.
  • Assist in planning platform migrations, creating test cases, conducting acceptance testing, and supporting production deployments.
  • Understand QA's business processes to prioritize incoming tickets and requests based on criticality.
  • Review deliverables from vendors, coordinating with program and IT teams to schedule testing and identify deployment windows.
  • Demonstrate experience in managing large-scale technical implementations across extensive teams.
  • Maintain technical and user documentation related to IT requirements for QA applications.
  • Proactively identify potential issues impacting QA's business and develop mitigation strategies.
  • Exhibit effective communication skills throughout all interactions.
  • Possess a foundational understanding of Microsoft technologies, including .NET Framework, IIS, Oracle, and SQL Server.
  • Experience with Azure DevOps for managing work items and updating project statuses is required.
  • Quickly gain knowledge of QA's business and stay updated with relevant guidelines.
  • Manage expectations by providing timely feedback and status updates on assignments.
  • Maintain organized operational documentation.
  • Support application migrations and maintenance during off-business hours.

TECHNICAL SKILLS REQUIRED:

  • 5+ years of experience in programming languages such as C#, Visual Basic, Classic ASP, and .NET Framework.
  • 5+ years of experience with relational databases, including Oracle and SQL Server, with hands-on experience in writing complex SQL queries.
  • Ability to provide first-level technical support during troubleshooting.
  • Basic knowledge of Microsoft desktop and server operating systems.
  • Familiarity with software development methodologies, including Agile, DevOps, and Waterfall.
  • Experience in manual testing and understanding automated test scripts.

FUNCTIONAL SKILLS REQUIRED:

  • 5+ years of experience coordinating with large groups of stakeholders to troubleshoot issues and devise solutions.
  • Strong research and documentation skills, including the ability to gather relevant information and develop comprehensive reports.
  • Proven ability to communicate complex technical concepts to non-technical stakeholders.
