Summary

Under general supervision, this role involves the research and planning of flood management and roadway enhancement projects. The position supports Engineers in various tasks related to flood management, roadway design, drainage systems, and subdivision planning. Responsibilities include reviewing subdivision designs and floodplain assessments, executing engineering design tasks, collaborating with fellow Civil Engineering Technicians and Construction Inspectors, evaluating submissions from consulting engineers, and performing additional related duties as necessary.

Key Responsibilities
  • Provide insights on drainage and floodplain matters, roadway designs, and subdivision planning to County staff and the public.
  • Collaborate with contractors, utility providers, developers, governmental and regulatory bodies, and the community to develop or assess project designs.
  • Prepare or evaluate technical documents and provide feedback on hydraulic studies, construction plans, specifications, floodplain management, and subdivision designs.
  • Conduct hydrologic and hydraulic studies supported by computer-based analyses and models.
  • Deliver presentations on engineering studies, drainage issues, and subdivision matters.
  • Perform field investigations to assess drainage and floodplain challenges, construction issues, and engineering problems, and propose solutions.
  • Oversee final inspections for subdivisions, including punch lists, necessary documentation, bond management, warranties, and resolution of construction issues for subdivision acceptance.
  • Review applications for development and floodplain permits.
  • Ensure subdivision designs comply with County regulations, development codes, and relevant design manuals.
  • Assess floodplain studies, subdivision designs, and engineering plans, providing recommendations for implementation.
  • Coordinate engineering consultant services, including document evaluations.
  • Ensure compliance of subdivision designs with the County Flood Damage Prevention Court Order.
  • Perform additional related duties as required.
Minimum Qualifications
  • Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering; and one (1) year of relevant engineering experience; or an equivalent combination of education and experience.
  • Strong understanding of civil engineering principles and practices related to construction plan design.
  • Ability to manage multiple projects effectively.
  • Capability to supervise technical and skilled personnel; effective communication skills, both verbal and written; proficiency in operating personal computers and standard office equipment; ability to establish and maintain positive working relationships with colleagues, County staff, elected officials, external agencies, and the public.
  • Must pass a background investigation and clearance process.
  • Must successfully complete a pre-employment physical and drug screening.
  • Possession of a valid driver's license is required.
  • Availability to work beyond 40 hours during the workweek may be necessary.
Working Environment and Physical Demands:
  • Work conditions include both indoor and outdoor environments.
  • Occasional exposure to traffic, extreme temperatures, rough terrain, and flammable materials.
  • Regularly required to lift items weighing up to 10-15 pounds.
  • Occasionally required to lift items weighing up to 50 pounds.
  • Frequent communication with others; must be able to convey accurate information.
  • Regular use of computers and other office equipment.
  • Must be able to maintain a stationary position as needed.
