Position Summary:
This role involves providing financial and accounting support in alignment with the Department of Labor, PRH, Contract Center, and ParadigmWorks Group, Inc. standards concerning all purchasing activities.

Key Responsibilities:

  • Acquire goods, services, and supplies efficiently and cost-effectively, adhering to both corporate and governmental guidelines.
  • Ensure adherence to approved contractor purchasing system review policies and procedures.
  • Document all procurement actions within the automated financial/procurement system.
  • Manage purchasing requisitions and purchase orders in accordance with corporate procurement policies.
  • Collaborate with center management to implement procedures for the receipt and accountability of government-owned assets, materials, and supplies.
  • Develop and publish requirements through Requests for Proposals (RFP), Invitations for Bids (IFB), or Requests for Quotations (RFQ) as necessary.
  • Coordinate with DOL Engineer Support Contractor (ESC) and corporate facilities maintenance teams to create Construction Scopes of Work for timely completion of projects.
  • Ensure compliance with Davis Bacon and Service Contract Wage determinations as required.
  • Effectively communicate procurement rules and procedures to all staff involved in the purchasing process.
  • Adhere to all relevant procurement regulations, including company policy, Federal Acquisition Regulations (FAR), Department of Labor Acquisition Standards, OMB Circulars, and Executive Orders.
  • Strive to meet performance standards and objectives.
  • Follow established property control policies and procedures.
  • Provide regular feedback to students regarding essential employability skills.
  • Maintain cleanliness in all areas and comply with safety protocols.
  • Abide by all DOL guidelines, OFCCP regulations, Job Corps notices and bulletins, and corporate and center policies and procedures.
  • Exemplify and mentor appropriate Career Success Standards.
  • Implement and adhere to the CDSS plan and Standards of Conduct system as required.
  • Perform additional duties as assigned by management within the employee's capabilities.

Qualifications:

  • High school diploma or GED is required; a Bachelor's degree is preferred.
  • Experience in government purchasing is preferred.
  • Minimum of one year of relevant experience is required.

Skills and Competencies:

  • Strong interpersonal and communication skills.
  • Able to work collaboratively with a diverse community.
  • Proficient in computer, telecommunications, and virtual technology.
  • A valid driver's license in the state of assignment with no major moving violations in the last 39 months.
  • Must pass a background investigation and drug screening with favorable results.
