PROGRAM DESCRIPTION: This position will provide support to the U.S. Fleet Forces Command (USFF) Headquarters at USFF Norfolk, Virginia. As a vital member of the USFF Communications and Information Systems Division (N6) Support Team, you will play a crucial role in enhancing Navy Fleet Readiness and ensuring Homeland Security. The team is engaged in various IT support tasks, including but not limited to Program Management, Network Engineering, Maritime Operations Center/Tactical Systems support, Video Teleconferencing and Audio/Visual support, Portal Management, Application Development, IT Business Process support, Satellite Communications Planning, Information Assurance (IA), Database Administration, Communications Security, and general IT support, alongside the maintenance and enhancement of developed applications and software.

Key Responsibilities:

  • Develop and coordinate Plans of Action and Milestones (POAM) with government leads regarding application development and backend systems supporting Portal and Custom Applications.
  • Create SharePoint web parts, custom solutions, website designs, dashboards, and business intelligence reports.
  • Design and implement Power Platform solutions utilizing Power Apps, Power BI, Power Automate, and Dataverse.
  • Build custom applications that integrate external and internal data sources with user-friendly web interfaces and backend databases.
  • Install and configure Windows servers with associated services and features.
  • Implement information assurance security measures such as IAVA, Security Technical Implementation Guide (STIG), support Zero Trust initiatives, and ensure 508 accessibility compliance.
  • Conduct thorough code testing and error validation prior to production deployment.
  • Participate in planning, documentation, design, meetings, and development reviews of custom SharePoint solutions and applications.
  • Translate high-level business requirements into specific designs through effective prototyping and storyboarding.
  • Utilize technologies such as SharePoint SPFx, Power Platform, Windows Servers, Microsoft SQL, Visual Studio, Azure Cloud, Azure DevOps, Virtualization (VMWare or Hyper-V), C#, JavaScript, T-SQL, HTML, CSS, JSON, Visio, InfoPath, Designer, PowerShell, Python, R, and related technologies for application and solution development.
  • Support Azure Cloud environment administration for USFF services, including Azure App Services, SQL Managed Instances, Key Vault, Virtual Machines, and Storage Accounts/Containers.
  • Assist in configuring and utilizing Azure DevOps for code repositories, pipelines, Agile Board work tracking, security, and account management.
  • Integrate Artificial Intelligence cloud services into solutions to enhance decision-making capabilities for the command.
  • Develop technical guides for applications.
  • Provide support and training to end users.
  • Attend regularly scheduled meetings to discuss projects, tasks, and requirements.
  • Offer technical advice and recommendations on current and emerging technologies and their potential benefits for the government.
Job Requirements:

  • Bachelor's degree in computer science/engineering or an Associate Degree in Computer Science with an additional 2 years of experience.
  • Six years of experience in web application development and SharePoint custom solutions using C#, SPFx, JavaScript, Angular, React, HTML, T-SQL, .NET, JSON, Visio, Designer, PowerShell, and related technologies.
  • Six years of experience in the installation, configuration, and management of Microsoft Servers, Microsoft IIS, and Visual Studio.
  • Two years of experience utilizing Azure cloud services and deploying solutions through Azure DevOps.
  • Proficient and in-depth experience in data modeling, Python and R development, and user interface/user experience (UI/UX) design and implementation.
  • Proficiency and extensive experience with Azure services and/or other comparable cloud services.
  • Knowledge and experience with Open AI or similar AI technologies.
  • Proficient and extensive experience in the installation, configuration, and management of virtualization technologies such as Hyper-V and VMware.
  • Proficient and extensive experience using Microsoft Office and VBA.
  • Proficient and extensive experience in applying AGILE concepts and best practices.
  • Proficient and extensive experience in implementing STIG and IA policies.
  • Microsoft Certified Developer Associate Certifications are required. Candidates who do not currently possess a Microsoft certification but meet all other minimum requirements may be considered for this position, with the expectation to obtain the required certification within 30 days if selected.
  • An active Secret clearance is mandatory.
  • CSWF Qualification - Intermediate.
