Job Summary

Oscar Health is seeking a highly skilled Attorney to join our Regulatory Legal & Government Affairs team. As a key contributor to the development of our state and legal department, you will leverage your expertise in state legislative and regulatory processes to drive business growth and ensure compliance with industry regulations.

Key Responsibilities
  • Manage a team of analysts to track proposed and enacted legislation, regulations, and other regulatory guidance impacting Oscar's business.
  • Provide legal counsel on the interpretation of legislative and regulatory requirements, ensuring alignment with company goals and objectives.
  • Stay up-to-date on legislative, regulatory, and industry developments, identifying and assessing regulatory risks, and monitoring relevant updates.
  • Collaborate with internal stakeholders to develop talking points and advocate on behalf of Oscar's interests with policymakers and industry trade associations.
  • Ensure timely distribution of value-added memoranda summarizing newly enacted laws and regulations to Oscar's Compliance team for implementation purposes.
  • Build and maintain relationships with state trade associations and stakeholders to promote policies that support Oscar's interests.
  • Represent Oscar's interests with elected officials, state legislators, and trade group leaders, ensuring compliance with all applicable laws and regulations.
Requirements
  • Bachelor's degree required; advanced degree preferred.
  • 7+ years of experience in health insurance trade groups, state legislative staff, health insurance industry, or another regulated industry.
  • 7+ years of experience with state legislative and regulatory processes, as they relate to the health insurance industry.
  • 7+ years of experience working with federal health insurance regulators, federal risk adjustment rules, and the Stars Rating Program.
  • 7+ years of experience managing cross-functional projects in the government affairs/regulatory space.
  • 7+ years of experience communicating with and presenting information to leadership.
  • 7+ years of experience distilling legislative and regulatory requirements into clear action items for senior audiences.
  • 5+ years of experience managing a team with high-impact deliverables.
Bonus Points
  • Licensed attorney in good standing.
  • Familiarity with the Affordable Care Act and Healthcare.gov or other State-based Exchanges.
  • Experience working with Oscar markets.
  • Experience working with attorneys and internal stakeholders.
  • Experience working with external stakeholders.
