Position Overview
This role is situated within the Division of the Comptroller at the Advanced Research Projects Agency for Health (ARPA-H), part of the Department of Health and Human Services (HHS). The primary responsibility of the Budget Analyst is to undertake intricate budget-related tasks for designated accounts.
Key Responsibilities
- Conduct thorough reviews and analyses of budget requests, providing recommendations for approval, disapproval, or necessary modifications.
- Synthesize and consolidate budget estimates into a comprehensive document that accurately reflects the multi-year funding requirements of ARPA-H programs.
- Formulate and implement new budgetary policies to enhance financial management.
- Act as a key advisor on budget formulation, offering guidance to ARPA-H executives, Mission Offices, staff offices, contractors, and representatives from other Federal agencies.
- Oversee the execution of assigned budgets, ensuring alignment with organizational objectives.
- Represent ARPA-H in discussions with NIH and HHS, articulating budget needs and justifications.
Qualifications
To qualify for this position, candidates must meet specific experience or educational requirements at various GS levels:
- GS-11 Level: One year of experience at the GS-09 level in budget monitoring, report development, and financial data management, or a Ph.D. or equivalent doctoral degree.
- GS-12 Level: One year of experience at the GS-11 level, focusing on budget compliance, cost estimation, and spreadsheet utilization.
- GS-13 Level: One year of experience at the GS-12 level, emphasizing process improvements, management advisement, and budget justification development.
