Job Description and Duties

Under the general direction of the Chief Counsel of the Office of the Director Legal Unit (OD—Legal), the Assistant Chief Counsels, Senior Counsel, represent the Director of the Department of Industrial Relations, the Department, and division chiefs and managers in a variety of subject areas within the responsibility and jurisdiction of the Department. Senior Counsel are expected to perform the more complex, novel, difficult and sensitive legal work of the unit, and to have a high level of experience, strong technical lawyering skills, and subject matter expertise in one or more areas of the Department's responsibility.

Key Responsibilities:
  • Represent the Department, Director, or one of DIR's divisions in civil and writ litigation, including litigation involving constitutional issues.
  • Represent the Department in internal personnel matters.
  • Represent the Director of DIR in workers' compensation cases involving special funds administered by the Director.
  • Analyze requests for public works coverage determinations and draft proposed decisions for the Director's review.
  • Serve as a hearing officer in appeals from assessments for prevailing wage violations and draft proposed decisions for the Director's review.
  • Provide counsel on apprenticeship matters.
  • Analyze and draft recommended decisions in appeals from retaliation complaint investigations.
  • Provide analysis and advice concerning Public Records Act requests.
  • Analyze and draft proposed legislation.
  • Provide legal services with respect to contract matters involving the Department.
  • Draft proposed regulations.
  • Provide legal services on a wide variety of other issues that may arise in the operation of the Department.
Working Conditions:

This job is located at the Department of Industrial Relations, Office of the Director - Legal Unit, 355 S. Grand Avenue, Los Angeles, California. The position requires in-state travel, either locally within Southern California, or for one or two-night overnight trips within California, based on assignments, and as determined according to the needs of the Department.

Requirements:
  • Must be a member of the California Bar and qualified to practice law for at least 6 years.
  • Please submit a legal writing sample of no more than 10 pages written within the past three years.
