Position Overview

This role is situated within the Office of the Chief Financial Officer (OCFO), specifically in the Accounting Division, Financial Reporting and Analysis Branch. The selected candidate will oversee the accounting and financial reporting for the Architect of the Capitol (AOC), ensuring the precision of all financial data produced by the AOC accounting system while maintaining accountability for all funds, assets, and liabilities.

Key Responsibilities

Senior Accountant Duties (20%)

The Senior Accountant will operate under the direct supervision of the Financial Reporting and Analysis Section Chief, providing guidance to junior accountants tasked with general ledger analyses, reconciliations, and ensuring the integrity of trial balance data. This role includes accounting for AOC's financial activities, such as leases and Property Plant and Equipment (PPE), along with Treasury reporting and financial audit support.

Additionally, the Senior Accountant will serve as the lead for significant AOC construction projects, reviewing all related cost data.

Operational Accounting and Consultation (25%)

Advising financial and program managers on complex accounting systems and operations, the Senior Accountant will identify opportunities for enhancing business processes and internal controls. This expert will analyze and reconcile general ledger accounts to ensure data integrity and lead the resolution of intricate accounting issues.

Financial Management and Reporting (25%)

Providing expert support for efficient financial management processes, this role involves ongoing analysis to ensure compliance with governing procedures and accurate classification of transactions in financial reports. The Senior Accountant will also assist in preparing the agency's audited financial statements, including fluctuation analyses.

Audit Support (10%)

Collaborating with external auditors, the Senior Accountant will respond promptly to audit requests and provide necessary documentation, working closely with auditors to clarify and resolve any issues.

Accounting Transaction Management (15%)

This role includes processing complex accounting adjustments to general ledger accounts, ensuring accurate balances. The Senior Accountant will prepare and update accounting entries reflecting AOC business activities, such as billing, collections, and property transactions.

Project Leadership (5%)

The Senior Accountant will act as the technical lead for special projects related to accounting and financial reporting matters, responding to mandates and internal requests.

Qualifications

Education: A bachelor's degree in accounting or a related field with at least 24 semester hours in accounting is required. Alternatively, a combination of education and experience totaling four years may be considered.
