Sabel Systems is seeking qualified candidates for the role of Assessment and Monitoring Specialist. This position is integral to supporting U.S. Department of Defense (DOD) initiatives through the Assessment, Monitoring, and Evaluation (AM&E) indefinite delivery indefinite quantity (IDIQ) contract.
The AM&E IDIQ is focused on enhancing the institutional capacity of partner nations' defense ministries.
Key Responsibilities:
- Assist in the design and execution of AM&E strategies for Security Cooperation (SC) programs.
- Collaborate with various stakeholders across the DOD and interagency partners to develop and implement SC initiatives.
- Conduct technical assignments that pertain to partner nation assessments and monitoring frameworks.
- Facilitate collaboration, learning, and adaptation (CLA) efforts.
- Engage in initiative design and validation by utilizing analytical models and strategic reviews.
- Propose effective methodologies and performance metrics to evaluate outcomes and align with strategic goals.
- Create templates and process maps for efficient data collection and analysis.
- Perform data research and analysis, producing tailored data products and visualizations as necessary.
- Lead monitoring plan development workshops and training sessions.
- Oversee data quality assessments and support data collection initiatives.
- Design survey instruments and sampling strategies, and supervise data collection efforts.
- Generate informative materials for senior leadership as required.
- Provide support for events and engagements with senior leaders.
- Willingness to travel may be required in the future.
Qualifications:
Applicants should possess a Bachelor's degree in international development, social sciences, or a related field in monitoring and evaluation, with a Master's degree preferred. A minimum of five years of experience in leading or supporting foreign assistance projects is essential.
Candidates should have:
- Experience in supporting CLA activities.
- Familiarity with OMB, FATAA, and DCD guidelines.
- Knowledge of women, peace, and security issues.
- Proven ability to provide technical assistance in developing M&E plans and conducting training.
- Experience in designing surveys and supervising data collection in developing regions.
- Understanding of emerging M&E practices.
- Strong relationship-building skills with key organizations in the international development sector.
U.S. citizenship and eligibility for a Secret clearance are required. Proficiency in English is mandatory.
