Job Summary

We are seeking a highly skilled Contract Specialist to join our team at Naval Education and Training Command. As a Contract Specialist, you will play a critical role in ensuring the successful execution of contracts and procurement activities.

Key Responsibilities
  • Perform periodic assessments of assigned program contracts to ensure compliance with agency policies and procedures.
  • Analyze contract prices or cost, including proposal evaluation, to determine reasonableness in accordance with the scope of the work.
  • Review specifications, previous contract actions, proposals, and other documentation to estimate probable contract award, performance timeframes, labor, and costs.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after must be registered for Selective Service.
  • Selectee will be required to complete and submit a Confidential Financial Disclosure Report, OGE-450, prior to entering the position and annually thereafter.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
Qualifications
  • In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate the following:
    • Executing acquisition and contracting principles, laws, and regulations to meet the mission of the organization.
    • Providing guidance to the contractor and initiates corrective action with concurrence of the PCO to ensure all defects deliveries and omissions are corrected and completed.
    • Providing support and guidance concerning all aspects of acquisitions, consisting of acquisition planning, pre-award, post-award, source selection, cost-reimbursement contracts, award fee, and incentive contracts.
    • Applying quantitative and qualitative analytical techniques in order to provide accurate evaluation data for contractor performance.
Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
