Job Title: Principal Project Engineer

Job Summary:
22nd Century Technologies is seeking a highly skilled Principal Project Engineer to lead our engineering development team in Indianapolis. As a key member of our Weapon Systems Integration (WSI) team, you will be responsible for leading dynamic and multidiscipline development teams within the WSI product line.

Key Responsibilities:
  • Lead the development of various air-based systems, working across disciplines to develop technical solutions and leading a multi-discipline team.
  • Support all phases of the development process, including design, development, and delivery of products to support the lifecycle of the program.
  • Develop project plans, maintain project schedules, and drive the team to a solution that meets technical requirements and cost targets.
  • Ensure the technical management processes of a project are implemented and achieved to the level of rigor required by the project.
  • Establish and perform technical plans for the project, manage information across the technical team, assess technical progress against the plans for the system, products, or services, control technical tasks through to completion, and aid in the decision-making process.
  • Coordinate the creation of the project backlog, write user stories, and manage releases for Agile Projects.
  • Systems Engineering Experience - Requirements Management, IV&V experience, and life cycle management of projects.
  • Demonstrated problem-solving skills, mentors, and develops talent within the project team.
  • Lead and develop proposals, including coordinating and assembling engineering estimates, writing Basis of Estimates (BOEs), and leading and writing proposal volumes.
  • Create and maintain project plans, including leading and coordinating project tailoring.
  • Coordinate the development of spend plans, staffing plans, and the project schedule.
  • Coordinate the development of the program organizational chart and assigns roles and responsibilities.
  • Coordinate risk and opportunity management plans and meetings. Ensures required plans based on project tailoring are completed.
  • Leadership of project reviews, including leading and conducting the project kick-off, as well as coordinating and leading customer and internal reviews and meetings.
  • Monitor and measure performance of the project, including developing and recording Key Performance Measures (KPIs), performing cost and schedule measurement, reviewing and updating spend plans and staffing profiles, coordinating the development of Estimates at Complete (EAC), and working with functional management to acquire, rotate, and size staff.
  • Proficiency in Earned Value Management (EVM).
  • Coordinate business functions for project success, including being the primary project interface with supporting business functions such as supply chain, logistics, finance, manufacturing, and contracts.
  • Participate in Program Reviews, supporting the program manager in the development and presentation of program reviews with business leadership.

Requirements:
  • Minimum eight (8) years of related experience required.
  • Ability to gain or current US Government Secret Security Clearance.
  • US Citizenship required.
  • Proficient in Microsoft Office, Teams, and Windows.
  • Proficient with Microsoft Project and scheduling practices.
  • Basic understanding of reading and comprehending drawings, specifications, and other technical information.

Desired Skills:
  • Ability to organize engineers to manage issues throughout the development life cycle of the project.
  • Technical leadership capabilities, including the ability to lead the resolution of tough technical challenges.
  • Experience managing traditional and Agile teams.
  • Experience creating/managing Backlogs in Azure DevOps or similar.
  • Proposal development experience.
  • Ability to build teams with diverse skill sets, acting at the highest level of their discipline.
  • Ability to maintain high performance in a highly dynamic, team-based environment.
  • Ability to manage the development of systems for commercial and defense applications.
  • Ability to assimilate inputs from multiple sources and derive operational requirements.
  • Ability to work effectively in a matrix organization.
  • Proficiency using CREO or other CAD programs.
  • Project Management Professional (PMP) certification.

Education Requirements:
  • Bachelor's degree in Science, Technology, Engineering, or Mathematics (STEM) discipline or related field.
  • MBA or Master's in Engineering preferred.
