As the Department of Defense acquires new capabilities to bolster cyber warfare efforts, USCYBERCOM has introduced a comprehensive vision for all cyber systems aimed at integrating these new capabilities, known as the Joint Cyber Warfighting Architecture (JCWA). A key feature of the JCWA concept is the capacity to share information across its systems. The JCMO offers research services essential for developing the vision and strategy necessary to drive the JCWA towards a unified and optimal end state that meets the needs of the Warfighter. The JCMO acts as the command's central coordination point for requirements and provides a unified direction for all contributors involved in the JCWA's development. It delivers data-driven analyses and robust technical strategies for evaluating JCWA development and integration initiatives. Additionally, it aligns JCWA warfighting requirements with the Service acquisition organizations' delivery of effective solutions. Recommendations are provided to USCYBERCOM leadership regarding system integration methodologies and design. The JCMO also formulates key components of JCWA strategy, vision, initial and full operational capability criteria, and planning for the development, acquisition, and operational integration of capabilities.
The Senior Business Process Engineer will deliver the following JCMO support:
- Conduct Business Process Reengineering (BPR) support for the JCMO by evaluating processes within the JCMO and generating analyses and recommendations, identifying weaknesses, areas to sustain, and opportunities for improvement based on established BPR methodologies.
- Create and disseminate JCMO battle rhythms, activity reports, and staff meeting summaries.
- Offer suggestions for revising existing policies or creating new JCMO policies and procedures, drafting recommendations for review and approval.
- Assist in the creation, updating, coordination, and distribution of JCMO publications, including maintaining a searchable catalog of relevant publications, forms, templates, and Standard Operating Procedures (SOP) on web platforms.
- Provide technical writing support to the JCMO as needed.
- Gather and organize text, graphs, charts, and diagrams for presentation in high-quality reports, briefs, presentations, or web publishing.
- Post, edit, distribute, and maintain appropriate content on USCYBERCOM classified and unclassified websites/portals, including wikis and pages on various domain systems.
- Assist in maintaining a vital records and document management program, including planning for the digitization of assigned records.
- Provide Knowledge Management (KM) support to the JCMO by identifying command-wide KM challenges and delivering an analysis and recommendations report with solutions and implementation strategies.
- Develop tactics, techniques, and procedures (TTP) for coordinating information flow and collaborate with USCYBERCOM training branches to periodically test the TTP during exercises.
- Organize data, establish file structures, and ensure information is captured and stored in accessible locations for various user groups.
- Initiate and recommend process changes related to the JCMO to enhance efficiency and effectiveness, as well as propose new JCMO-relevant products and services to improve support.
- Provide a weekly written Progress, Status, and Management Report summarizing completed tasks and ongoing work that has not yet resulted in a completed deliverable.
