Civil Engineering Trainee/Assistant Engineer

Position Overview:
This role is integral to the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Qualifications:
Engineer Trainee:
To qualify, candidates must either possess a bachelor's degree or higher in engineering or engineering technology, or provide proof of passing the NCEES Fundamentals of Engineering Examination (FE) along with one year of relevant engineering experience.

As an Engineer Trainee, you will engage in a 24-month traineeship leading to the position of Assistant Engineer, Grade 20. To progress to Assistant Engineer, candidates must provide proof of passing the FE and successfully complete the traineeship requirements to the satisfaction of the appointing authority. Early advancement may be granted at the discretion of the appointing authority if the FE is obtained and twelve months of the traineeship are completed.

Assistant Engineer:
To qualify, candidates must provide proof of passing the NCEES FE and hold a qualifying bachelor's degree or possess one year of full-time qualifying engineering experience.

Qualifying Degrees:
Candidates must have degrees in fields such as Civil Engineering, Construction Engineering, Geotechnical Engineering, and related disciplines.

Qualifying Experience:
One year of full-time engineering experience with transportation projects related to highways, railroads, bridges, and traffic management systems is required.

Duties Description:
Construction:
An Engineer Trainee (ET) in the Construction group may work in various capacities, including:
  • Reviewing contractor submissions and shop drawings.
  • Evaluating design estimates, plans, and specifications.
  • Processing consultant estimates and subcontractor approvals.
  • Conducting MURK reviews and reviewing contract change orders.

Field Assignments:
Typical responsibilities may include:
  • Serving as Engineer-In-Charge or inspector on construction projects.
  • Ensuring contractor work meets specifications and safety standards.
  • Completing daily work reports and preparing change orders.

Technical Services:
Responsibilities may involve:
  • Functioning as Laboratory Supervisor or Quality Assurance Technician.
  • Testing and inspecting materials used in construction projects.

Design:
Key duties may include:
  • Preparing Plans, Specifications & Estimates (PS&E) for highway projects.
  • Assisting in the production of studies, reports, and drawings.
  • Performing engineering calculations for design projects.

Transportation Maintenance:
Responsibilities will be discussed in detail during the interview process and may include:
  • Supervising bridge maintenance crews and overseeing performance evaluations.
  • Planning and coordinating bridge maintenance programs.

General Requirements:
All candidates must demonstrate their ability to meet travel requirements by maintaining a valid driver's license and/or having reliable transportation.

Successful candidates will be expected to attend and complete any required training. Responsibilities may include serving within the Incident Command System to support emergency response efforts.
