Work Hours: Monday - Friday 7:00 - 4:00 PM

This role is responsible for overseeing, coordinating, and evaluating daily Transit operations. The position manages all Fixed-Route and Para-Transit bus services throughout the region, supervising bus operators, team leaders, and dispatch personnel.

Note: This position is appointed by the Manatee County Commission and is subject to the discretion of the County Administrator. Employment may be terminated at any time with or without cause.

Working Conditions
Indoor and outdoor environments; exposure to high noise levels during certain tasks. Capable of lifting equipment weighing up to 50 lbs independently; up to 100 lbs with assistance.

This is a safety-sensitive role. Employment and ongoing employment with Manatee County Government depend on passing required pre-employment and employment screenings. An applicant or employee who fails to pass a drug/alcohol screening will be disqualified from employment for three (3) years.

Job Responsibilities

Essential Functions:

1. Applies knowledge of relevant traffic laws and regulations; learns and applies knowledge of the geography of the County and applicable bus routes; understands security and safety requirements associated with transit operations.

2. Collaborates with operator supervisors to address issues, provide special instructions, and manage schedule adjustments; analyzes scheduling, passenger load patterns, and driver workloads; recommends service enhancements to meet public demand; maintains operator records.

3. Establishes operational procedures and guidelines for Transit operations; ensures compliance with Personnel Policy, departmental procedures, and Federal, State, and local laws.

4. Reviews and investigates vehicular and personnel-related incidents; manages accident response and resolution.

5. Participates in the development and management of the division's training programs, including first aid, CPR, emergency care, and passenger relations.

6. Reviews daily reports and monthly billing for accuracy; assists in preparing and monitoring the annual budget.

7. Coordinates preventive maintenance with the Fleet Services Division; monitors bus and equipment needs and makes recommendations for replacements or alternatives.

8. Performs clerical and financial duties as needed; may fill in for other positions as required.

9. Aids in policy development and the introduction of new services and agency contracts for the division.

10. Ensures the division operates efficiently and meets established goals; addresses citizen complaints promptly and appropriately.

11. Plans, assigns, and directs the work of assigned staff; conducts personnel-related duties, including hiring recommendations, disciplinary actions, and performance evaluations.

12. Inspects routes for passenger safety, road conditions, and scheduled arrivals; operates support vehicles when necessary.

13. Communicates effectively and professionally, both orally and in writing.

14. Establishes and maintains positive working relationships with colleagues, supervisors, and clients.

15. Represents the division and the County at public meetings and forums in a professional manner.

16. Acts as Division Manager in their absence.

17. Provides technical support to County administrative staff for resolving complaints and conflicts.

18. Generates statistical data for Federal and State mandated reports impacting funding; tracks and revises existing reports, timetables, and schedules.

Additional Responsibilities:

Performs other related duties as required, including responding to weather or other emergency situations.

Minimum Qualifications

Associate's degree in business, public administration, planning, or a related field.

At least four (4) years of experience in mass transit and/or para-transit operations.

A minimum of two (2) years of supervisory experience.

Valid Florida Class "B" Commercial Driver's License (CDL), with a Passenger Endorsement or must obtain within 30 days of hire.

Equivalent combinations of education and experience may be considered.

Knowledge, Skills, and Abilities:

Ability to perform physical tasks involving climbing, pulling, pushing, walking, standing, bending, balancing, kneeling, and stooping.

Complete field of vision required with near, far, and peripheral acuity and depth perception.

Skill in safely operating a County bus or other Transit vehicle under varying weather and traffic conditions.
