Position Overview:
The Lead Process Safety Management Specialist is responsible for overseeing and implementing strategies to ensure compliance with Process Safety, Risk Management Plans, and the Health, Safety, and Environmental (HSE) Management System at Phillips 66. This role is crucial in minimizing operational risks, enhancing reliability, and promoting safety for both employees and the surrounding community.

Key Responsibilities:
- Develop and maintain a comprehensive accountability structure for Process Safety Management (PSM) and Risk Management Plans (RMP).
- Document and uphold jurisdictional boundaries relevant to PSM/RMP/DOT regulations.
- Create and sustain a manual and supporting procedures for PSM/RMP/HSEMS to ensure adherence to regulatory standards.
- Supervise team members, providing guidance, performance evaluations, and training.
- Collaborate in the creation and regular updates of the site’s Risk Management Plan, ensuring compliance with environmental regulations.
- Support various refinery departments in the implementation of process safety information and engineering data.
- Oversee hazard and risk analysis studies, ensuring quality control and compliance.
- Prepare and submit hazard analysis reports for management review.
- Manage the corrective action program arising from risk assessments and audits, ensuring effective tracking and reporting.
- Lead the refinery’s Incident Investigation process, maintaining expertise in investigation methodologies.
- Facilitate the Process Safety committee to promote continuous improvement in safety practices and operational excellence.
- Engage with regulatory compliance officers as necessary to address compliance matters.

Qualifications:
- Must be legally authorized to work in the job posting country.
- Bachelor’s degree in engineering or a related scientific discipline.
- Minimum of 5 years of experience in refining or petrochemical industries.
- Willingness to travel up to 5% of the time and to work extended hours as needed.
- Ability to lift up to 50 pounds and work in various environmental conditions.

Preferred Qualifications:
- Degree in Chemical Engineering.
- Familiarity with OSHA-PSM/EPA-RMP regulations and risk assessment methodologies.
- Experience with risk assessment tools and HSE Management Systems.
- Strong communication skills and ability to work effectively in a diverse team environment.
