Job Summary

We are seeking a highly skilled and experienced Senior Budget Manager to join our team at Calvert County. The successful candidate will be responsible for overseeing the General Fund, coordinating and finalizing the annual three-cycle budget process, generating complex budgetary reports, and conducting technical financial analyses.

Key Responsibilities
  • Oversee, prepare, and coordinate production of annual budget documents.
  • Perform high-level technical budget and finance work.
  • Prepare, adjust, analyze, and coordinate all activities related to the General Fund.
  • Supervise the day-to-day financial analysis, and budgetary oversight, as related to fund management.
  • Monitor and track position control, staffing, and the non-County employee check list for all funds.
  • Provide support and guidance for the real estate and personal property tax billing process.
  • Provide ongoing assistance and training of budget analysts, accounts receivable technicians, and accounts payable technicians.
  • Analyze daily the County's cash position and investment activity.
  • Oversee data in accounting systems and financial reporting for accuracy, integrity, and compliance with GAAP.
  • Support and train users on finance system.
  • Ensure compliance with General Accepted Accounting Principles (GAAP); General Accounting Standards Board (GASB) requirements; and Governmental Financial Officers Association (GFOA) practices.
  • Serve as resource for GASB and GAAP standard changes.
  • Coordinate, prepare, and present BOCC memo's and presentations.
  • Speak at various professional association functions concerning budget practices and systems of the County Government.
Requirements
  • Bachelor's degree in accounting, finance, public budgeting, or a related field. CPA preferred.
  • Four years of senior level budget, accounting, or similar experience preferably in governmental budgeting which must include two years of considerable experience managing staff, daily operations, customer service and policy development and implementation.
