Job Description

We are seeking a highly skilled and experienced Technical Project Manager to support a long-term government project. The ideal candidate will possess a strong technical background, proven project management skills, and experience in government contracts. This role involves overseeing project planning and execution, ensuring compliance with government regulations and CMMI Level 3 processes, and effectively communicating with stakeholders. Solid technical acumen combined with strong interpersonal skills to engage both technical and non-technical audiences is required.

Key Responsibilities:

  • Lead and manage the technical project team throughout the software modernization effort, ensuring timely delivery of high-quality results.
  • Implement and maintain Scrum-based Agile development processes, including sprint planning, daily stand-ups, and retrospectives.
  • Manage project scope, schedule, and budget, ensuring alignment with contract requirements and CMMI Level 3 processes.
  • Knowledge or familiarity with Atlassian Suite and utilize JIRA for project tracking, resource allocation, and reporting.
  • Serve as the primary point of contact for stakeholders, including government representatives, providing regular updates and managing expectations.
  • Collaborate with technical leads to develop and maintain project plans, risk assessments, and mitigation strategies.
  • Ensure compliance with government regulations and reporting requirements throughout the project lifecycle.
  • Facilitate communication between technical team members and non-technical stakeholders, translating complex concepts as needed.
  • Contribute to proposal writing and identify opportunities for organic growth within the project scope.
  • Monitor industry trends and emerging technologies relevant to the project, recommending innovations when appropriate.
  • Mentor team members and foster a culture of continuous improvement and knowledge sharing.

Requirements:

  • Bachelor's degree in Computer Science, Software Engineering, Project Management, or related field.
  • 10+ years of project management experience.
  • 5+ years of experience managing government contracts or projects.
  • 3+ years of experience with Agile methodologies, particularly Scrum.
  • 2+ years of experience with JIRA and other project management tools.
  • Knowledge of Atlassian Suite (Jira, Confluence, Bitbucket).
