**Job Summary:**
We are seeking a highly skilled and experienced Senior Project Manager to lead and implement initiatives to modernize Texas WIC, maximize the use of technology, integrate technology systems, streamline program processes, and synchronize complimentary work to ensure continuous improvement.
Key Responsibilities:
- Strategic Planning: Develop and implement strategic plans to ensure successful implementation of complex, multi-faceted, multi-year information technology projects.
- Project Oversight: Coordinate and oversee statewide projects, identify business needs, obtain authorization and commitment, develop feasibility studies, and create implementation models.
- Team Leadership: Hire, manage, train, and coordinate the training of project and technical staff as needed. Provide leadership and direction to project teams, coordinate work efforts, and testify before legislative and stakeholder groups on project status and other issues of public interest.
- Communication: Develop and oversee extensive communication plans to ensure stakeholders are informed and their input is considered.
- Project Management: Direct, develop, and evaluate projects utilizing accepted project management methodologies. Develop criteria for evaluating proposals, and other pertinent information related to project assignments.
- Research and Analysis: Conduct research of technology applications and integrations and create formal recommendation documents.
- Documentation: Prepare written documents including project management plans, USDA-required Advanced Planning and Implementation Advanced Planning documents (APD & IAPD), subsidiary plans, scope agreements, business/systems analyses, and proposals.
Requirements:
- Knowledge: Structured project management techniques, software integrations and Application Programming Interfaces, software development life cycle methodologies.
- Skills: Identifying business needs, gathering business user requirements, strategic planning, business or systems analysis, problem-solving, conflict resolution, and negotiation.
- Abilities: Work independently, plan, organize, schedule, assign, and monitor completion of multiple assigned projects, manage multiple, overlapping projects, lead diverse teams, present information to a variety of audiences, and communicate clearly, concisely, and effectively.
