Job Overview

Position Summary

This role is pivotal in orchestrating, coordinating, and overseeing essential functions and activities linked to the transportation of senior clients across various service routes, including fixed routes, demand response, group, and veteran transportation. The manager is responsible for supervising drivers within both the HCBS and Veteran programs. Tasks are delegated by the Deputy Director of Senior Services, who outlines instructions, deadlines, and priorities for routine tasks, as well as specific guidance for new, complex, or unique assignments.

Key Responsibilities

The following duties are representative of the types of work performed. The exclusion of specific responsibilities does not preclude them from the role.

  • Oversees scheduling and management of all Senior Services vehicles associated with HCBS, Veteran Transportation Services, and 5310 transportation, while also maintaining driver documentation.
  • Keeps accurate daily and monthly records of clients transported, mileage, and fuel usage.
  • Ensures the collection of cost share contributions from clients for fixed route, demand, group, and veteran transportation services, as well as 5310 transportation.
  • Engages in annual planning with the Deputy Director, Operations Manager, and other leadership team members.
  • Assists the Operations Manager in planning monthly group shopping and travel excursions. Maintains the transportation waiting list and conducts quarterly vehicle inspections.
  • Trains and cross-trains drivers and center aides on senior services transportation protocols and county transportation regulations. Maintains records for the Senior Services driver training program.
  • Regularly inspects vehicles for cleanliness and proper maintenance. Participates in transportation monitoring activities.
  • Conducts eligibility assessments for all transportation programs and maintains relevant client case files.
  • Reports all incidents to the Deputy Director promptly and completes necessary accident documentation.
  • Acts as a backup driver for fixed route, demand, group, and veteran transportation services as required.
  • Leads annual evaluations of transportation clients.
  • Participates in community outreach events to promote the transportation program and Senior Services.
  • Assists drivers in creating fixed route pickup and drop-off schedules. Completes monthly reporting for each transportation service.
  • Maintains current certifications in CPR/First Aid/AED and Defensive Driving through ongoing training.

Additional Responsibilities: Employees in this classification may be required to perform any related duties as directed by appropriate authority.

Knowledge, Skills, and Abilities

Comprehensive understanding of Senior Services, major county and medical facilities, and related organizations. Familiarity with the geography of county roads and addresses.

Proficient in general vehicle maintenance relevant to daily operations. Competent in using Microsoft Office Suite software, including Word, Excel, and Teams.

Ability to effectively communicate with and assist clients, particularly those who are physically or mentally challenged, with compassion and care.

Capable of compiling information and producing written reports and documents in a clear, concise, and effective manner.

Skilled in safely operating a large multi-passenger vehicle on public roads. Willingness to work split shifts or weekends as necessary.

Adept at establishing and maintaining productive working relationships with supervisors, colleagues, and senior citizen clients.

Physical ability to lift packages, groceries, and other items weighing up to 30 pounds. Proficient in using word processing, email, and spreadsheet software applications.

Work Environment

Work is typically conducted in a vehicle or office setting. Hazardous conditions may arise while driving, performing operations, and working with a high-risk population.

Minimum Qualifications

  • Bachelor's degree or equivalent experience.
  • Two (2) years of experience in transporting individuals in a vehicle.
  • OR a combination of education, training, and work experience that meets the requirements outlined above.
  • Valid driver's license with a satisfactory motor vehicle record.
  • Commercial driver's license (CDL) with passenger endorsement (or must obtain within the first 90 days of employment).
  • Pass a physical examination if required for licensing or program administration.
  • Eligibility to work with elderly individuals as verified through a federal digital fingerprint background check.
  • Current certifications in CPR/First Aid/AED and Defensive Driving (or must obtain within the first 90 days of employment).

Preferred Qualifications

  • One (1) year of supervisory experience.
  • One (1) to five (5) years of experience in senior services.
  • Certification as an At-risk Adult Crime Tactics Specialist (CACTS).
  • Experience with the Division of Aging Services Digital System (DDS).
  • Experience in documenting client records, units delivered, and services provided.
