Position Overview:

Role Summary:

Under the supervision of the Utilities Director, the Utility Operations Manager is responsible for directing the daily functions of the Utility Maintenance Division. This includes overseeing the planning, inspection, installation, maintenance, and repair of essential infrastructure such as water treatment and distribution systems (including pumps, motors, pipelines, and meters) as well as wastewater treatment and collection systems (including lift stations, biosolids, and drainage systems).

Key Responsibilities:
  1. Oversee daily operations of the Utility Maintenance Division, ensuring adherence to safety protocols, preventative maintenance schedules, and effective coordination with other departments.
  2. Manage vendor contracts related to infrastructure construction and repair services, including reviewing construction plans and ensuring compliance with insurance requirements.
  3. Ensure the appropriate selection, training, and supervision of personnel, including conducting performance evaluations and managing disciplinary actions in line with organizational policies.
  4. Administer the Utility Maintenance Division's annual budget, including forecasting necessary expenditures for projects and personnel costs.
  5. Perform additional duties as assigned by the Utilities Director.
Work Environment:

This role primarily takes place in an indoor setting, with potential exposure to various hazards such as electrical and chemical risks, noise, and inclement weather.

Qualifications:
  • A High School Diploma or GED is required, along with five to seven years of relevant experience in mechanics, construction management, or a related field.
  • A Bachelor's Degree in Engineering, Project Management, Public Administration, or a related discipline is preferred.
  • Strong analytical skills to interpret contracts, technical documents, and financial reports.
  • Proficient in Microsoft Office Suite, particularly Excel, Word, and PowerPoint.
  • Ability to build and maintain effective working relationships with various stakeholders.
  • Knowledge of utility mechanics, safety practices, and the ability to read schematics and blueprints.
Additional Requirements:
  • Possession of a valid Florida Class E driver's license.
  • Successful completion of pre-employment testing and background checks.

This position may require attendance during emergency declarations.
