Job Summary

We are seeking a highly skilled and detail-oriented Financial Specialist to join our team at the City of Beavercreek. As a key member of our finance department, you will be responsible for ensuring the accuracy and timeliness of payroll processing, as well as maintaining compliance with various regulations and laws.

Key Responsibilities
  • Process bi-weekly payroll, including auditing and verifying wage and deduction information
  • Provide timely disbursement of payments, including electronic transfers, of all withholdings
  • Monitor and verify accuracy of employee accrual and usage of vacation, sick, personal, and compensatory time balances
  • Ensure compliance with the Fair Labor Standards Act (FLSA) and other relevant regulations
  • Prepare and submit quarterly pension reports and employer contribution payments
  • Reconcile monthly health, dental, and life insurance invoices for accuracy prior to payment
  • Prepare and distribute accurate annual W-2 forms and related tax reconciliation forms
  • Perform various other duties as assigned, including responding to inquiries and requests from citizens, vendors, and City departments
Requirements
  • Thorough knowledge of payroll regulations, including OPERS and OP&F pension systems
  • Thorough knowledge of governmental accounting and finance practices
  • Ability to read and interpret multiple union contracts and the differences in contract verbiage relating to payment of wages and benefits
  • Proficiency in computer software systems, including Word and Excel
  • Ability to learn and work with multiple financial software applications
  • Ability to flexible work hours in order to meet payroll deadlines
  • General knowledge of the occupational hazards and corresponding safety precautions necessary for the safe performance of assigned duties
  • Ability to exercise considerable independent judgment and discretion in carrying out daily operations
  • Ability to establish and maintain effective working relationships with City officials, City employees, and the general public
Desirable Qualifications
  • Graduation from an accredited college or university with an associate's degree or bachelor's degree in Finance, Accounting, Business Administration, or other related field
  • Progressively responsible experience in accounting, payroll processing, budgeting, finance, or related field
  • Five years municipal government experience, or any combination of training and experience which provides the necessary knowledge, skills, and abilities
