Job Description

Heartland Consulting is seeking a highly skilled and experienced professional to support our Air Force client in the role of Financial Governance Consultant.

Key Responsibilities:

  • Provide subject matter expertise and comprehensive knowledge across the Defense Acquisition System, including Requirements, Research & Development, and Acquisition, and Planning, Programming, Budget & Execution.
  • Coordinate AFMS Governance meetings in concert with SGMED/SG5 and/or AFMS leadership, responsible for all administrative and logistical actions.
  • Execute administrative and logistical actions, including securing meeting venue, drafting and sending meeting invitations, agenda approval and distribution, organizing read-ahead materials and draft and final slide presentations for meetings.
  • Conduct administrative, logistical, and collaboration with internal and external customers, including SGMED, AFMED, and MAJCOMs.
  • Create and route meeting minutes and memorandums for coordination/signature of committee chairs, distribute approved and signed memorandums to the respective forum's voting members.
  • Update and maintain the committee membership contact list, manage required training of voting members as applicable.
  • Attend conferences, seminars, and working groups as required, formulate and develop joint and AFMS strategies.
  • Prepare status updates as required by the committee chair and/or Division Chief.
  • Assist committee leadership in the collection and organization of information from a variety of sources, gather input from Government and Contractor SMEs.
  • Attend division leadership meetings as requested, set-up meeting rooms and equipment, record meeting minutes, track and report on open action items and follow-up until closure.
  • Provide monthly status report No Later Than (NLT) 5th of the month for the previous month to 13th COR IAW CDRL A003 and corresponding DID.
  • Conduct in-depth analyses of AFMS financial programs, assist in the analysis, reconciliation, preparation, and defense of the DAF POM and/or PB positions regarding DAF and non-DAF AFMS resourcing.
  • Assist in the preparation of DAF and DHA Issue Papers, Change Requests/Proposals, and Exhibits, and coordinating efforts to prepare for associated meetings.
  • Research financial models, execution data, requirements, and other resources, make financial programming level recommendations to the requesting Government representative.
  • Create documents, spreadsheets, and briefings using Microsoft Office applications for each project.
  • Answer resourcing questions for the current and past programming cycles by understanding the resourcing data, how the elements relate to each other, the appropriate resources from which to obtain the data, and the ability to pull the data.
  • Answer queries by creating, running, and analyzing financial reports and resourcing data.
  • Comprehend and utilize applications and tools in paragraph to draft programming change transactions in accordance with the guidelines from the DAF and DHA.
  • Develop and run reports to review programming change transactions and validate data.
  • Review and validate all required data elements for financial transactions entered in applications and tools in paragraph for compliance with DAF, DHA, and Air Force Medical Corporate Structure courses of action.
  • Provide analysis and recommendations to correct invalid financial transactions within applications and tools used in paragraph.
  • Facilitate and present training, briefings, meetings, PEC, and Functional review sessions to applicable leadership.
  • Develop financial analysis of PECs and programs and articulate the impact of various drills to programs.
  • Develop, assist, review, and provide recommendations for financial program-related training, briefings, and meeting materials.
  • Assist in the preparation of POM Issue Papers, Federal Exhibit Reporting, and coordinating efforts to prepare for associated meetings.
  • Develop Capability Based Options and meeting preparation efforts to support DAF and AFMS strategic goals, initiatives, and evaluation of risk levels.
  • Support a wide range of administrative financial and manpower programming activities.

Requirements:

  • Minimum Qualifications for each consultant: 5 years of experience in DoD medical programming or a related field, including three (3) years of experience using semi-complex databases (e.g., Oracle or Microsoft Access).
  • Proficient in MS Office applications and MS Project.
  • Each consultant shall have a bachelor's degree in science such as Business, Information Technology, Administration, or Health Sciences.
  • A minimum of 3 years of experience in program or project management, administration, information technology, requirements management, or healthcare; or Substitution: Six years of experience in program or project management, logistics, information technology, requirements management, administrative support, or healthcare in lieu of a bachelor's degree.
  • Must have an active favorable T3.
