The Project Supervisor will provide guidance, oversee, and manage all project-related activities to ensure adherence to contract specifications, acting as the primary CWS representative for the project.

Key Responsibilities

  • Monitor methods and procedures to ensure compliance with contract policies and governmental regulations.
  • Interpret directives, technical orders, and policies for assigned supervisory personnel.
  • Establish procedures and programs to enhance operational efficiency.
  • Implement strategies to maintain project timelines and financial plans.
  • Coordinate and set work priorities and schedules.
  • Ensure satisfaction of the Contracting Officer's Technical Representative (COTR) regarding contract compliance in project execution and coordination with the End User.
  • Conduct Weekly Progress Meetings to track and manage KPIs for Safety, Quality, Performance, and Budget to guarantee timely project completion.
  • Determine Earned Value and prepare Monthly Progress Reports along with Progress Payment Applications.
  • Supervise a Project Management Team in their duties to plan, schedule, and coordinate projects for construction, repair, alteration, and renovation of building structures and systems.
  • Maintain full accountability for all assigned personnel.
  • Oversee the overall management, development, and evaluation of team members.
  • Execute supervisory responsibilities in accordance with policies and applicable laws.
  • Conduct mentoring, training, and performance evaluations.
  • Establish internal procedures with site team members to ensure contract compliance.
  • Develop and update project plans and schedules.
  • Implement and ensure adherence to CWS policies and procedures.
  • Coordinate and ensure contract compliance from all General Contractors (GCs) and subcontractors.
  • Assist in defining personnel and subcontractor requirements for contract programs.
  • Ensure Quality Assurance in all duties and tasks performed.
  • Promote Safety and Security Awareness among all site team members.
  • Evaluate subordinate personnel and initiate and approve all personnel actions.
  • Ensure the preparation and distribution of daily, weekly, and monthly reports as per contract deliverables and customer requests.
  • Review ongoing costs to ensure operations remain within the assigned budget.
  • Provide risk mitigation strategies for long-term planning.
  • Conduct Weekly Progress Meetings to ensure KPIs align with contract compliance and issue notifications to rectify deficiencies.
  • Develop Logistics Management Plans, Site Utilization Plans, etc.
  • Assist the scheduler in preparing and approving the Baseline Detailed CPM schedule, as required by the contract.
  • Perform other duties as assigned.

Qualifications

  • High school diploma or GED equivalent required.
  • BS Degree preferred.
  • 10+ years of relevant experience required.
  • Background check required.

Knowledge, Skills, and Abilities:

  • Demonstrated experience with Microsoft Office Suite (Word, Excel, PowerPoint).
  • Effective communication skills.
  • Ability to obtain and maintain a Secret security clearance.
  • Strong technical and communication skills, with excellent organizational abilities.
  • Proficient problem-solving skills and adaptability to changing requirements.
  • Ability to work collaboratively in a team environment.
  • Provide a comprehensive list of qualifications including education, experience, certifications, and clearances.
  • Proficient in construction documentation and drawing literacy, with knowledge of all construction phases, work divisions, methods, materials, scheduling, and cost control.
  • Strong understanding of USACE EM385 construction safety processes and ability to enforce project safety plans.
  • Experience in report writing and proficiency in Microsoft Excel and Word.
  • Knowledge of Critical Path Method, cost, and resource-loaded scheduling.
