Job Description

Overview:

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is dedicated to providing extensive support to the Navy in areas such as research, development, testing, evaluation, analysis, systems engineering, integration, and certification of intricate naval warfare systems. As part of this mission, additional professional and operational support services are essential to ensure the continued effectiveness of testing and certification operations.


Job Summary:

Act as a Subject Matter Expert (SME) in facilities planning and related domains at NSWCDD.


Education and Experience:

  • A minimum of four (4) years of experience as a subject matter expert utilizing analytical techniques to design and execute management studies and formulate recommendations.
  • Proficient in preparing comprehensive written reports and delivering oral presentations.
  • Ability to function as a trusted management advisor.
  • Experience representing a large RDT&E organization on facilities-related issues.

Essential Duties:

  • Serve as the SME in facilities planning, space management strategies, and various Facilities Data Management Systems (FDMS).
  • Act as the database administrator for FDMS and FSRM, providing support for the Sustainment, Restoration, and Modernization (SRM) program.
  • Plan and coordinate meetings for the Infrastructure Board (IB), ensuring effective facilitation and follow-up on decisions made.
  • Lead the NSWCDD in space management and utilization data, addressing issues and coordinating funding for SRM projects.
  • Engage with all levels of NSWCDD and associated organizations to resolve facility-related challenges.

Knowledge, Skills, and Abilities:

  • Comprehensive understanding of the Navy Working Capital Fund.
  • Expertise in Navy facilities and space management regulations, policies, and procedures.
  • Broad knowledge of Navy public works services for effective analysis and advisory on services and resource management.
  • Capability to develop detailed facilities requirements and cost analyses in a research, development, test, and evaluation context.
  • Familiarity with automated tools for facilities and space management to enhance oversight and control.
  • Ability to conduct facility assessments in varying environmental conditions.
