Position Overview
The Manager of Policy and Permitting will report directly to the Director of Business Development. This role is primarily focused on securing permits to support the exploration, development, and operation of Ormat's renewable energy initiatives, as well as formulating and executing the Company's governmental affairs strategy across federal, state, and local levels.
Key Responsibilities
- Develop and execute permitting strategies for designated resource and development initiatives.
- Create and implement legislative strategies that bolster the Company's expansion efforts before federal, state, and local legislative entities.
- Prepare essential environmental permit applications and oversee consultants to ensure compliance with all regulatory, siting, and environmental standards necessary for permit acquisition.
- Track changes in legislative and regulatory policies and provide insights to the Director to guide business strategy and planning.
- Conduct regular monitoring and reporting on all ongoing projects and prospects.
- Establish milestone timelines and contribute to budget planning for assigned projects.
- Engage in negotiations with county, state, federal, and other regulatory bodies to secure favorable permit conditions that align with project and Company objectives, timelines, costs, and environmental stewardship.
- Foster, enhance, and maintain relationships with regulatory agencies, partners, contractors, consultants, and other stakeholders.
- Represent the Company's interests in hearings and workshops; support public relations initiatives.
- Collaborate with the Regulatory Affairs and Communications Managers on Ormat's broader stakeholder engagement efforts.
- Participate in workshops, conferences, trade shows, and meetings as required.
- Willingness to travel nationally up to 20% of the time, with the capability to travel long distances by car and air.
Additional Duties
- Perform other tasks and projects as assigned by management.
Qualifications and Skills Required
- Bachelor's degree in Political Science, Environmental Sciences, Engineering, Business, or a related field; advanced degree preferred.
- A minimum of 7 years of experience in environmental permitting, regulatory affairs, and/or public policy.
- Proven problem-solving abilities, negotiation skills, and exceptional oral and written communication capabilities.
- Familiarity with environmental permitting regulations, including NEPA and CEQA.
- Experience with projects on public lands in the Western U.S. and developing political strategies to address project siting or permitting challenges.
- Ability to manage both internal and consultant teams to meet project deliverables.
- Proficient in writing and reviewing technical and commercial documentation.
- Self-motivated and responsible; capable of establishing personal action plans and managing multiple responsibilities simultaneously.
- Excellent organizational and planning skills are essential.
- Must possess proficiency in reading, writing, and speaking English to effectively understand and communicate information necessary for job performance.
- Proficient in various computer software applications, including word processing, spreadsheets, databases, and presentations. Must be skilled in MS Word, Excel, PowerPoint, and internet usage.
- Must maintain a valid driver's license with a driving record acceptable to Ormat's auto insurance provider.
Physical Requirements
- Ability to work in an office setting.
- This position involves sitting for approximately 80% of the time, with standing and walking for the remaining 20%.
- Must be capable of occasionally lifting up to 25 pounds without assistance.
