Financial Planning Analyst Expert - Budget Development


The Financial Services Budget Development Analyst plays a crucial role within the organization, significantly contributing to the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).

In this dynamic role, the individual will undertake a variety of vital responsibilities aimed at ensuring the fiscal integrity and strategic alignment of financial resources within a directorate/component/office.


A central aspect of this position involves leading the creation, implementation, and careful oversight of budgets designed to fulfill both internal and external requirements.

This requires a thorough understanding of the financial landscape within the Intelligence Community, including detailed knowledge related to resource distribution, budget projections, and Congressional funding and allocations.


The Financial Services Budget Development Analyst will actively engage in the formulation, support, and execution of the National Intelligence Program (NIP) Budget.

This responsibility goes beyond conventional budgeting tasks, requiring a strategic approach to align financial resources with the broader objectives of the NIP.

The role necessitates a strong ability to analyze and synthesize complex financial information, facilitating informed decision-making and resource distribution in accordance with organizational priorities.


In addition to direct budgetary duties, the candidate will collaborate with cross-functional teams, promoting effective communication and coordination.

This includes working closely with government stakeholders to comprehend their financial requirements, offering insights, and ensuring alignment with overarching organizational strategies.

The Financial Services Budget Development Analyst will act as a subject matter expert, remaining informed about relevant legislative and financial appropriation changes that may influence budgetary considerations for the Intelligence Community.


Ultimately, this position requires a proactive individual capable of navigating the financial complexities of the Office of the Director of National Intelligence and the Intelligence Community; contributing strategically to budget formulation objectives and organizational goals; and collaborating effectively to ensure the financial resilience and success of the Intelligence Planning, Programming, Budget, and Execution Process.


Key Responsibilities:

  • Provide expert analysis and generate reports related to budget and financial activities for the component.
  • Support budget program execution, ensuring alignment with available resources and programmatic objectives.
  • Create budget reports for customer offices, components, and NIP programs, including funding and activity summary profiles.
  • Assist in developing, reviewing, and responding to budget exercise submissions to align with strategic organizational goals.
  • Help develop fiscal guidance and implementation schedules for each budget phase, subject to review and acceptance.
  • Contribute to the creation of Standard Operating Procedures (SOPs) and recommend process improvements.
  • Assist in the development of budget analysis, financial data calls, and portfolio evaluations.
  • Support the customer in developing and assessing fiscal program builds for both internal components and Intelligence Community-wide programs.
  • Draft narratives, vignettes, and input for the Congressional Budget Justification Book (CBJB) to Congress.
  • Support the development and production of the CBJB National Intelligence Program missions of interest, special topics, and related sections.
  • Generate talking points, briefings, products, reports, and congressional directed action responses pertaining to the NIP, delivering these to large interagency forums and working groups.
  • Evaluate the Intelligence Community budget across cross-functional areas and disciplines.
  • Participate in the complete cycle of intelligence planning, programming, budgeting, and evaluation.
  • Collaborate with U.S. Government and Intelligence Community partners through large interagency forums and working groups.
  • Collect and analyze various financial reports and data calls through strategic portfolio reviews.
  • Monitor congressional legislation and its impacts on the NIP budget.
  • Develop standard operating procedures and provide training to customers.
  • Create and produce cost-benefit analyses and investment strategies for the NIP budget.


Requirements:

  • Current and active TS/SCI Clearance with Counterintelligence (CI) Polygraph.
  • Bachelor's degree in a relevant field, such as Finance, Accounting, or Economics, demonstrating a strong academic foundation pertinent to the position.
  • A minimum of 7-10 years of experience in government budgeting, with 3-5 years specifically within the Intelligence Community.
  • Proven expertise in government budget formulation activities and a deep understanding of the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).
