Revenue Officer I

We are seeking a highly skilled Revenue Officer I to join our team at the State of Rhode Island. As a key member of our Taxation department, you will play a critical role in assisting with the collection of delinquent taxes and ensuring compliance with state tax laws.
Key Responsibilities- Assist in the collection of delinquent taxes and the securing of delinquent tax returns
- Conduct interviews with taxpayers and their representatives to determine methods of liquidating previously determined tax liabilities
- Provide taxpayers with tax information and business counsel to promote voluntary compliance with state tax laws
- Verify and analyze financial statements submitted by taxpayers, or obtain financial information from third-party sources, to arrange payment agreements
- Determine lien rights or equity of the state in taxpayers' property or rights to property prior to taking enforcement action
- Make offers in compromise related to delinquency and penalty assessments, nonpayment penalties, and enforcement procedures
- Conduct investigations relative to delinquent accounts or returns involving decedent's estates and various insolvency proceedings under state and federal bankruptcy laws
- Advise taxpayers on taxable income, allowable deductions, and taxability of articles or services to facilitate the preparation of delinquent returns
- Working knowledge of state tax laws, rules, and regulations dealing with taxpayer liability
- Ability to interpret laws, rules, and regulations to individuals, partnerships, and corporate business organizations
- Working knowledge of investigative techniques involved in the collection of delinquent taxes
- Ability to apply investigative techniques to collect delinquent taxes
- Working knowledge of legal principles of property rights and ability to apply principles in seeking liens on property for tax collection purposes
- Ability to read and interpret financial statements for tax collection purposes
- Working knowledge of state and federal insolvency laws and proceedings
- Ability to establish and maintain effective working relations with delinquent taxpayers or their representatives
Graduation from a four-year college of recognized standing with a major in Accounting or closely related field, or twenty-seven (27) credits in Accounting/Finance or a Master's Degree in Accounting.
Special RequirementAt the time of appointment and continually thereafter, must possess and maintain a valid motor vehicle operator's license.
