About This PositionWe are seeking a highly skilled and experienced Director of Infrastructure Services to join our team. The successful candidate will be responsible for coordinating, scheduling, and supervising all network, data communication, technical services, and data center operations activities within the Information Technology Department. This is a key leadership role that requires a strong understanding of computer processing systems, principles, and methods of application, as well as excellent supervisory and communication skills.
Key Responsibilities- Administer the planning of information technology resources, including equipment, staff, and organization.
- Plan, direct, and coordinate the delivery of computer services.
- Review proposed, new, or revised data center or network equipment and procedures.
- Maintain the security of data in the data center and as it is transmitted over the network.
- Coordinate the use of system equipment and how it relates to and is incorporated with other functional areas of the department.
- Assign personnel to various projects, direct their activities, and instruct directly or provide for proper training in operations and data handling.
- Monitor project progress.
- Review plans, workloads, and scheduling issues with staff.
- Review and evaluate the work of subordinates and periodically submit performance reports to the department head.
- Review technical problems and recommend solutions.
- Establish procedures for performing or modifying project tasks.
- Conduct project staff meetings.
- Maintain work standards and provide training.
- Assist subordinates in solving complex problems, such as design concepts, program writing, or debugging.
- Develop short- and long-range goals and objectives.
- Formulate and implement policies using independent judgment.
- Plan, direct, and coordinate the delivery of computer services.
- Develop information technology methods, procedures, standards, and controls.
- Determine personnel policies, resolving staff problems, and staff evaluation.
- Provide administrative and technical assistance to subordinate Infrastructure Service Section staff.
- Thorough knowledge of computer processing systems, principles, and methods of application.
- Good knowledge of the principles and practices of supervision.
- Ability to plan and supervise the work of technical staff subordinates in a manner conducive to full performance and high morale.
- Ability to establish and maintain effective working relationships with staff and officials.
- Ability to express one's ideas clearly and concisely and to prepare comprehensive and detailed written and oral reports.
- Ability to analyze problems and evaluate, recommend, and implement solutions.
- Ability to analyze and evaluate current systems and strategically plan for future upgrades and growth.
- This position will be hired provisionally. All candidates must meet the minimum qualifications on the Onondaga County Civil Service job description for this title.
- When the exam for this title is offered, the successful candidate must pass the exam and be reachable on the resulting eligibility list, in order to be retained.
- Two (2) years of permanent competitive class status in the title of Data Communications Manager, Manager of Technical Support, Operations Systems Manager, or Manager of Operations and Programming.
- Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents with a baccalaureate degree in Computer Science or a closely related field and six (6) years of professional level work experience, or its part-time equivalent, in network administration, technical services, or data operations, three (3) of which must have been in a supervisory capacity.
- Ten (10) years of work experience, or its part-time equivalent, in network administration, technical services, or data operations, three (3) of which must have been in a supervisory capacity.
- An equivalent combination of training and experience as defined by the limits of A and B.
- The successful candidate will be required to pass a fingerprint-based background check, at the cost of $102.50 to the candidate.

The current starting salary range for this position is $105,000-$135,000 per the Unit 11 contractual agreement. The exact salary will depend on experience. This position is exempt.
