Role Overview:
In this pivotal position, the Senior Manager of Project Oversight will take charge of creating essential project funding documentation, which encompasses budget management, scheduling, change management, and comprehensive risk assessments. This role is crucial for ensuring the financial and operational success of our projects.

Key Responsibilities:
1. Develop project funding materials, including estimates, risk assessments, and cash flow analyses.
2. Review and evaluate contractor cost proposals, bids, change orders, and invoices.
3. Oversee budgeting, tracking, and management of both Amgen's and contractor costs.
4. Support Front End Planning initiatives during project assignments.
5. Collaborate with the Project Controls Director to formulate project strategies and financing options.
6. Lead the preparation of project funding documentation and conduct risk analysis reviews for cost estimates and forecasts.
7. Negotiate pricing and analyze contractor bids for scope of work.
8. Work closely with procurement to establish contract documents and incentives.
9. Assess project progress and forecasts for outstanding work.
10. Facilitate resolution of invoice payment issues in collaboration with the Amgen Buying Centre and Accounts Payable.
11. Manage the closeout of contracts and purchase orders.

Qualifications:
The ideal candidate will possess a diverse set of skills and experiences, including:
- A high school diploma/GED with 12 years of relevant experience, or an Associate's degree with 10 years, or a Bachelor's degree with 6 years, or a Master's degree with 4 years, or a Doctorate with 2 years in Engineering and capital project delivery.
- A minimum of 5 years in project controls within the pharmaceutical/biotechnology sector, with a focus on funding, estimating, cost management, and scheduling.
- Proven leadership experience in managing teams or projects.
- Strong analytical and problem-solving capabilities.
- Excellent organizational skills and effective communication abilities, with a knack for conveying technical information to diverse audiences.
