Job Summary

We are seeking a highly skilled Procurement Specialist to join our team at Huron-Clinton Metroparks. The successful candidate will be responsible for purchasing equipment, tools, raw materials, parts, services, and supplies for the Metroparks.

Key Responsibilities
  • Interview vendors to obtain information on product, price, ability to produce product, service, and delivery date.
  • Negotiate and administer contracts with vendors.
  • Locate and arrange for the purchase of goods and services necessary for efficient operation of the Metroparks.
  • Recommend methods of procurement for goods and services.
  • Analyze price proposals, financial reports, and other data to secure competitive pricing for the Metroparks.
  • Review requisitions for goods and services, prepare solicitations, and award purchase orders.
  • Evaluate and monitor contract performance to determine the need for changes and to ensure compliance with contractual obligations.
  • Arbitrate claims and resolve complaints generated during the performance of contracts.
  • Maintain and review records of items purchased, costs, delivery, product performance, and inventories.
  • Confer with personnel, users, and vendors to discuss defective or unacceptable goods or services and determine corrective action.
  • Assist in disposing, selling, recycling, and scrapping of surplus or obsolete equipment and supplies.
  • Process credit applications.
  • Check vendor and proposer references.
  • Process Purchase Orders.
  • Set up and coordinate site visits, conference calls, and webinars as needed.
  • Train staff on how to create POs, receive goods and services.
  • Create and run reports.
  • Research current and previous purchases.
  • Update vendor files in finance and purchasing software.
  • Research products and vendors as necessary.
  • Prepare reports and memos for board presentations as needed.
Requirements
  • Bachelor's degree from an accredited college or university in public administration, purchasing, materials management, or a related field.
  • Experience with formal solicitation processes (invitation to bid, request for proposals, request for qualifications, etc.) preferred.
  • Professional Purchasing Certification preferred.
  • Knowledge of laws, rules, and regulations affecting public purchasing preferred.
  • Knowledge of governmental purchasing principles, methods, and procedures, including the preparation of bid specifications preferred.
  • Knowledge and familiarity with MITN/BidNet direct platform a plus.
  • Knowledge of equipment maintenance principles, methods, and procedures.
  • Knowledge of modern office management procedures, practices, and computer equipment as applied to accounting systems.
  • Knowledge of typical office applications, including Microsoft Office applications.
  • Ability to maintain ethical standards and professionalism while performing the duties of the position.
  • Ability to assist in planning, organizing, directing, and reviewing the work of employees engaged in a variety of procurement activities.
  • Ability to meet successfully and to establish effective working relationships with co-workers, department heads, other officials, and the public.
  • Valid State of Michigan Driver's License. Must maintain a clean driving record.
  • May be required to adjust schedule to meet organizational needs, including special events, evenings, weekends, and holidays.
  • Ability to perform essential duties.

Employee generally performs work within an office environment. The noise level is usually quiet. Occasionally, the employee will be required to work in outdoor environments and will be subject to weather conditions, including heat, rain, and snow.
