We have multiple openings ranging from administrative to clinical roles across various service areas and settings in Southern California. Our network includes over 30 outpatient behavioral health locations throughout Kern County, Los Angeles County, Orange County, and San Diego County.

Salary Range: $140,000 - $150,000

Summary:

The Chief Executive Officer is accountable for the comprehensive operations within California.

This role entails overseeing all operational, administrative, clinical, and financial functions. The CEO will spearhead and coordinate state and regional budgeting efforts to ensure that performance aligns with budget targets, including reforecasting and annual budgeting responsibilities. Collaboration with Corporate Finance leadership is essential to develop and implement the state and regional annual budget and report monthly variances during finance review meetings. The CEO will also lead and organize rate and contract negotiations and work alongside the Director of State Operations on the procurement of new and existing contracts.

The CEO is tasked with developing the organizational framework for California operations and will oversee and rectify deficiencies associated with contracted services. Acting as a liaison between shared services departments and all programs, the CEO will uphold the operational standards established by the organization, ensuring that all budget and financial projections are met.

Furthermore, the CEO will supervise the ongoing development and monitoring of programs, policies, procedures, and practices in alignment with Clarvida's standards, as well as federal, state, and local regulations. In collaboration with the Clinical State Director, the CEO will ensure that clinical operations and improvement plans are established to achieve clinical excellence, incorporating current best practice models of care. Continuous oversight and support to all California programs will be provided by the state and national teams, including quality improvement, risk management, performance outcomes data analysis, billing oversight, and personnel management.

The CEO will also lead state and regional leadership efforts, which encompass supervision of clinical and administrative staff, recruitment for leadership and administrative roles, onboarding, training, supervision, coaching, and performance evaluation. This position requires collaboration with local and national human resource directors, staff, and legal counsel to ensure compliance with employment laws and regulations while managing overall risk to the organization. Participation in decision-making at all levels is crucial to ensure compliance.

Maintaining positive relations with the company, community, payers, and clients is essential, as is presenting information about Clarvida's services as needed. The CEO will actively seek growth and development opportunities by staying informed about proposal opportunities, engaging in external marketing, and collaborating with the state administrative team to review procurement sites. Networking with payers and community organizations is also a key responsibility. The CEO will participate in and contribute to national corporate initiatives and committees, encouraging state, regional, and local leadership to take ownership of activities that support the organization's mission, vision, and values.

The CEO will perform additional duties as assigned to support the development of services and operational growth in California.

Essential Duties/Responsibilities

  • Lead business development by identifying, creating, and executing business and growth strategies for the entire state, including pursuing new lines of business and RFP opportunities, successfully negotiating contracts, and securing program expansions.
  • Knowledge of managed care and government contracts, payers, and funding sources.
  • Provide leadership in assessing and directing new business development opportunities, including researching grants for applicable service programs.
  • Ensure quality improvement and compliance with all regulatory requirements.
  • Management of efficient service delivery, staff retention, and productivity.
  • Proficient in Electronic Health Record systems and general computer skills.
  • Make informed decisions and document actions for follow-up.
  • Direct planning, management, and training activities.

Knowledge, Skills and Experience
  • Minimum of 7 years in management-level positions within service programs, overseeing staffing, budgets, and service delivery.
  • Strong leadership and interpersonal skills, with the ability to guide and direct others.
  • Excellent administrative, communication, and interpersonal skills, with a solid understanding of clinical requirements.
  • Intermediate PC skills required.
  • Strong organizational skills with the ability to prioritize tasks effectively.
  • Knowledge of Electronic Health Record systems is preferred.
  • Ability to work a flexible schedule to meet state needs.

Education / Certification / Licensing Requirements

Education and/or Experience
  • Master's degree in Business Administration or Public Health Administration preferred, with at least five years of leadership experience;
  • Master's degree in Psychology, Counseling, Social Work, or related field or Doctorate in Social Work, PhD or PsyD in Psychology from an accredited institution, with at least seven years of leadership experience;
  • Or a Bachelor's Degree in Business Administration, Public Health Administration, Counseling, Psychology, Social Work, or related field with a minimum of ten years of leadership experience.
  • Experience managing behavioral health, substance use, or mental health clinics is a plus.
Certificates, Licenses, Registrations
  • MBA preferred.
  • LCSW; LMFT or Licensed Psychologist - not required.
  • Proof of valid California driver's license and auto insurance, as well as proof of education and licensure (if applicable) are required.
