Position Overview:

The Transportation Engineering Specialist operates under the direct supervision of the Assistant District Engineer or their appointed representative. This role also functions under the broader guidance of the District Administrator, particularly in their absence. The Specialist is tasked with responsibilities that encompass the evaluation, planning, and execution of the Department's construction initiatives. Key responsibilities include conducting field assessments, gathering essential data, reviewing engineering plans, preparing specifications and cost estimates, and facilitating stakeholder meetings. The Specialist serves as the primary liaison for all construction projects during the development phase and coordinates the necessary resources and reviews for capital projects. Additionally, the Specialist may assist the permits team in the assessment and issuance of encroachment permits.

Key Responsibilities:

  • Examine construction plans and specifications thoroughly.
  • Review encroachment permit project plans and address field-related issues as needed.
  • Coordinate and participate in project field assessments.
  • Draft reports and documentation pertinent to construction projects and related programs.
  • Represent the District in public and stakeholder engagements.
  • Communicate proactively with project team members and attend meetings focused on progress and resolution of comments.
  • Assist during winter weather emergencies or other urgent situations, including managing communication regarding roadway conditions.
  • Collect field data and project plans as required.
  • Implement directives and policies as established by senior management.
  • Perform additional duties as assigned relevant to the position.

Knowledge, Skills & Abilities:

Knowledge of:

  • Principles and practices of Civil Engineering related to the development and maintenance of State Highway systems.
  • Federal and State regulations, standards, and policies applicable to the assigned area.
  • ADOT guidelines for design, construction, and traffic control for roadway features.
  • Modern highway construction techniques, including drainage and traffic engineering.
  • Google applications and tools.

Skills in:

  • Analyzing and interpreting a variety of engineering data.
  • Researching and understanding technical engineering documents.
  • Effective oral and written communication, along with organizational skills.
  • Building interpersonal relationships with agency staff and the public.

Ability to:

  • Communicate effectively and interpret construction plans and specifications.
  • Analyze and interpret engineering data competently.
  • Collaborate within a team environment and engage with colleagues and stakeholders.
  • Exercise independent judgment within established guidelines.

Preferred Qualifications:

Experience as a Transportation Engineering Technician at grade S7 or higher. Completion of the ADOT EIT Program is also preferred.

Pre-Employment Requirements:

This position necessitates the operation of a vehicle as a fundamental job function. Employees must possess a valid driver's license and complete all necessary training and background checks. Maintaining an acceptable driving record is essential.
