The Vice President of Software and Technology (VP-ST) is responsible for providing high-level technical direction, oversight, and strategic vision for the Assn of Univ for Res in Astronomy, Inc. in the realms of software development, computational science, and information technology (IT), as well as scientific data management systems. As a vital member of the leadership team, the VP-ST will spearhead the establishment of a new Software and Data Management (SDM) division within the organization.
Key Objectives for SDM:
- Develop a cohesive organizational structure that promotes the creation, deployment, and ongoing enhancement of software engineering and data management capabilities, leveraging the organization’s extensive resources to establish a global center of excellence.
- Provide top-tier software and data management solutions to support scientific initiatives and services, drawing on shared investments and expertise to benefit all programs.
- Facilitate the advancement of standardized and integrated data management services and platforms for the global astronomy community.
- Deliver unified technical leadership and strategic guidance to ensure consistency and interoperability across software systems and teams.
- Coordinate research and development efforts in emerging technologies related to software, computing, and data management.
- Enhance the recruitment, retention, and professional growth of software engineering personnel across the organization.
- Establish a collaborative framework with peer institutions on data management and software initiatives.
- Ensure that core IT systems are modernized, well-coordinated, and aligned with the organization’s scientific and operational needs.
Essential Responsibilities:
As the architect of the SDM division, the VP-ST will:
- Collaborate with the leadership team to ensure that the SDM division aligns with the scientific and operational objectives of the organization and its stakeholders.
- Design an organizational framework for effective management of software engineering teams, either directly or through designated leaders.
- Formulate a strategic plan for the reorganization of IT to support contemporary scientific software and data management methodologies while maintaining essential business IT functions.
- Work with financial and administrative teams to develop a sustainable cost model for the SDM division.
- Oversee the transition of software engineering staff into the new SDM structure, ensuring continuity and identifying opportunities for cross-functional collaboration.
- Lead the integration of existing data management teams into the SDM division, maximizing the benefits of established software practices.
As the head of the SDM division, the VP-ST will:
- Act as the principal technical leader for software engineering, data management, and computational systems, delegating responsibilities as necessary.
- Maintain a comprehensive understanding of the software and data management needs across the organization, addressing operational and strategic challenges as they arise.
- Collaborate with program directors to ensure that software and data management requirements are met within the context of long-term and annual planning.
- Implement a robust system for project prioritization, definition, budgeting, and reporting, utilizing both agile and traditional project management methodologies.
- Establish best practices for software development and operational processes within the organization.
- Lead the strategic development of the workforce in data management and software engineering, ensuring alignment with organizational goals.
- Promote a culture of respect, inclusion, and continuous improvement within the SDM division.
Qualifications:
- Bachelor's degree in computer science or a related discipline.
- Over 10 years of progressive experience in leading software projects and teams, with a focus on personnel management and professional development.
- Comprehensive knowledge of software engineering, computing, and data management practices.
- Exceptional communication skills in English, both written and verbal, suitable for diverse audiences.
- Proven ability to lead teams from various backgrounds and foster a diverse workforce.
- Experience in developing and managing effective operational plans, including budget oversight.
Preferred Qualifications:
- Passion for the mission of advancing scientific research and development.
- Experience in leading organizational transformations.
- Bilingual proficiency in English and Spanish is advantageous.
Physical Requirements:
Candidates must possess the ability to comprehend written materials, communicate effectively, and respond to instructions and alerts. Travel may be required.
