Position Summary & Responsibilities

Job Responsibilities may include but are not limited to the following:

As a key member of the Joint Forces Headquarters Directorates and General Staff, the successful candidate will be responsible for maintaining the Kansas Army National Guard Real Property Plan, encompassing multiple large buildings and several hundred acres of land. This will involve coordinating with the Topeka Area Staff on impacts to Installation Plan Development and providing guidance or seeking additional information and direction from the KSARNG CFMO as needed. The individual will also develop short and long-range plans for the Department of Public Works, ensuring facilities are properly operated and maintained with minimal electrical and/or mechanical service interruption. Additionally, they will assist in conducting inspections of facilities and projects to ensure the effectiveness of the maintenance and repair program and for quality control and contractual compliance. The candidate will schedule utilization of facilities and training areas for use by National Guard, Army Reserve, Marine CORPS Reserve, and Active Component Soldiers.

The successful candidate will supervise all maintenance State Employees, coordinate all maintenance, repair, and construction work at Kansas Army National Guard facilities on the Joint Forces Headquarters Complex and surrounding area through on-site State and Federal employees or by contractors. They will ensure all facilities and real property equipment are scheduled for maintenance or service to prevent deterioration and maintain current status reports on the condition of all facilities.

Responsibilities will also include recommending projects and priority to the CFMO and maintaining tracking mechanisms for programming documents. The individual will assist the on-site facility manager in developing project descriptions and justifications, coordinate necessary agency approvals, including environmental and safety, and develop and maintain service contracts for training centers.

The candidate will inspect existing buildings and structures to determine the scope of repairs and maintenance required, analyze and adjust maintenance cycles based on production schedules, ensure all maintenance, repair, and construction costs are captured and reported, and analyze productivity reports to improve efficiencies.

Qualifications

  • Education :

High School diploma or GED.

Minimum Qualifications :

Five (3) years experience in construction or facility maintenance supervision or a four-year degree in engineering or closely related field. Two (3) years of supervision in construction or facility maintenance. Journeyman experience or military training in construction or building trades. Knowledge of and two (2) years active experience with a commercial-grade work order system.

Physical ability to lift and move objects weighing up to 20 pounds is required. Work requires minimal physical exertion. On occasion, work will require climbing onto buildings and exposure to inclement weather conditions. On occasion, the employee may be under stress due to more than one complex project requiring completion on a deadline. Work requires visual and auditory attention for long periods. Must be able to climb on roofs and building structures up to 40 feet. May be required to return to work or work additional hours on occasion; position is subject to call back during non-duty hours.

Preferred Qualifications :

Prefer five (3) years of supervisory experience.

Required Skills :Must have the ability to effectively communicate (both orally and in writing) technical information to senior military personnel, state personnel, other state agencies, and commercial businesses in order to present critical aspects of maintenance program in responses to data requests. Must have the ability to establish and maintain effective working relationships with coworkers and representatives of other agencies or departments.
