Job Summary

We are seeking an experienced Agile Management Engineer to support a wide variety of program management and Systems Engineering activities. The successful candidate will have the opportunity to work on concept of operations formulation, requirements definition, program analysis and engineering, operations performance analysis, risk management, and institutionalizing Agile concepts.

Key Responsibilities
  • Support Architecture Development: Assist in the development of architecture, CONOPS, requirements, standards, and roadmaps.
  • Risk Management: Manage risk management processes and methods for identifying and adjudicating program risk.
  • Program Analysis: Conduct analysis to identify program risk areas and recommend/implement risk reduction measures.
  • Concept Development: Challenge the identification and acceptance of risks to ensure concepts are well thought out and logically documented.
  • Gap Assessments: Perform gap assessments of proposed risk mitigation strategies and apply sound judgment to influence customers toward holistic remediation strategies that address the root-cause issue(s).
  • Collaboration: Respectfully collaborate across multiple SETA teams, customers, and forums with varied perspectives toward supporting IC missions.
  • Requirements Validation: Validate and prioritize GED and IC requirements from a technical perspective and provide recommendations that are technically feasible and consistent with the overall architecture for current and future GED operational environments.
  • Task Management: Track tasks, actions, and pending decisions; coordinate with the larger cross-functional team to compile responses to Customer tasks, meet suspense dates for actions, and prepare program leaders for executive-level decision points (internal and external).
  • Documentation: Author meeting notes, data calls, program status reports, and other program documentation.
  • Presentation Development: Draft formal presentations, staff proposals, background papers, meeting agendas, and other formal communications; participate in executive-level meetings, discussions, and program briefings.
  • Agile Adoption: Collaborate with teams, leaders, and stakeholders to drive the adoption of Agile principles and practices in accordance with the SAFe framework.
  • Change Management: Identify and address organizational impediments to Agile adoption, using coaching and change management techniques.
  • Culture Development: Promote collaboration, transparency, and communication across teams and departments, encouraging a positive Agile mindset and culture.
  • Strategy Development: Work with government leaders to translate intent into multi-year strategies, annual roadmaps, action plans, and resource allocation decisions; track milestones and evaluate progress toward the Customer's strategy/framework objectives.
  • Assessment and Briefing: Develop assessments and briefings for a variety of audiences, conveying system engineering concepts and decision logic concisely and accurately.
  • Technical Documentation: Work with technical staff documenting technical and programmatic requirements.
Qualifications
  • Clearance: Active Top Secret/SCI clearance with Poly - 5+ years' experience working within the IC; at least 3 of those within NRO.
  • Education: Bachelor's and nine (9) years or more experience; relevant experience to be substituted in lieu of degree.
  • Agile Knowledge: Solid knowledge of Agile methodologies, including SAFe, Scrum, Kanban, and Lean principles.
  • Agile Experience: Experience implementing Agile concepts, facilitating Agile transformations, and implementing Agile practices in large-scale organizations.
  • Agile Tools: Experience with Agile project management tools and software (e.g., Jira, Confluence).
  • Program Lifecycle: Program lifecycle experience from concept development and design, DevSecOps, deployment, operations, and maintenance, decommission.
  • Communication: Self-starter proactively addresses customer requirements with limited supervision; excels at defining solutions for broad, abstract topics.
  • Interpersonal Skills: Polished communicator (written/verbal); impeccable interpersonal skills and personal judgment.
  • Technical Skills: Proficient with MS Office (Word, PowerPoint, Excel), MS Outlook, MS Project.
