Job Overview

CeLeen, a leading management consulting firm of Command Holdings, is seeking a highly skilled Finance Expert to support the Defense Intelligence Agency (DIA) Office of the Chief Financial Officer (CFO) with assessment and analysis work to improve financial planning, execution, reporting, and analysis across all phases of the Planning, Programming, Budgeting, and Execution cycle.

Responsibilities include:

  • Providing analytical and subject matter expertise to the CFO and subordinate offices.
  • Coordinating with internal and external customers to develop process improvements and communicate new processes to stakeholders.

The ideal candidate will have a strong background in government accounting and experience working with DOD financial systems.

Key Responsibilities

This role involves supporting the DIA CFO with various tasks, including:

  • Process Government Travel Vouchers.
  • Transaction Reconciliation.
  • Intra-Governmental Transactions (IGT).
  • Intra-Governmental Payments and Collections (IPAC).
  • Government Travel Card Management (GTCC).
  • Transactions by Others (TBO).
  • Developing and maintaining positive communications with program management, client stakeholders, and key personnel.
  • Coordinating with third-party vendors.
  • Conducting special cost studies.
  • Performing benchmarking.
  • Analyzing data and identifying solutions to improve the effectiveness and efficiency for processing transactions.
  • Identifying lessons learned to establish trends and resolutions to improve effectiveness.
  • Updating and documenting current Standard Operating Procedures (SOPs); implementing approved processes.
  • Performing economic, regulatory, and data analysis.
  • Posting business transactions, providing financial, administrative, and audit support to the organization.
  • Supporting in completing monthly and annual tasks in support of audit readiness.
  • Conducting Accounting Operations Tasks (Accounts Receivable and Payable Functions).
  • Managing DIA debt processing and confidential military purchase fund transactions.
  • Billing Cycle Management.
Requirements

To be successful in this role, you will need:

  • A Bachelor's degree or six years of experience with government accounting.
  • A current, active TS security clearance with the ability to obtain TS/SCI w/ CI Poly.
  • Financial analysis and DOD accounting experience.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English.
  • Demonstrated proficiency in using all Microsoft Office applications.
Estimated Salary Range: $95,000 - $125,000 per year
