Key Responsibilities

  • Supervise procurement personnel, setting work priorities, establishing performance metrics, and assessing the overall effectiveness of the Acquisition Section to guarantee optimal operations.
  • Oversee the Cooperative Agreement and Charge Card programs, ensuring proper management and staff oversight.
  • Act as the contracting officer for contracts and intergovernmental orders exceeding $250,000.
  • Provide expert guidance to both technical and administrative staff regarding procurement strategies, including the selection of suitable procurement methods, contract formulation, execution, management, and conclusion.
  • Investigate proposed legislation, current laws, regulations, directives, and Bureau initiatives that could influence acquisition programs.
  • Offer technical support on procurement actions and contracting processes to program managers, management, and procurement staff.
  • Review policies for proposed acquisitions during pre-award and post-award phases to ensure adherence to applicable laws, regulations, and policies.
  • Engage in internal control assessments; analyze office activities and information; compile observation reports; and recommend corrective measures.
  • Evaluate and analyze various procurement issues; develop and propose contracting policies, procedures, guidance, and control measures for contracting activities.
  • Provide expert advice and assistance to subordinate Contracting Officers in interpreting policies and regulations and resolving complex contract challenges.
