Job Description

The Harford County Public Library is seeking a highly skilled Web Developer to join our team. As a Web Developer, you will play a vital role in the oversight, enhancement, maintenance, and migration of digital assets within the library environment.

Key Responsibilities:
  • Ensure website security and compliance with industry standards.
  • Monitor and address security vulnerabilities promptly.
  • Establish and test backup and disaster recovery plans.
  • Manage website infrastructure for compatibility and performance optimization.
  • Coordinate website development and migration projects.
  • Provide technical support and troubleshooting.
  • Manage domain registrations and SSL certificates.
  • Deploy and administer content management systems including WordPress, Drupal, SharePoint.
  • Collaborate on website layout and design.
  • Facilitate content management and updates.
  • Conduct SEO audits and usability improvements.
  • Implement and maintain web analytics tools.
  • Collaborate with content creators on content strategy.
  • Stay updated on industry trends and technologies.
Requirements:
  • Associate's degree in Web Design, Information Technology, Computer Science or related field is required.
  • Bachelor's degree in Computer Science, Information Technology, Web Development, or a related field is preferred.
  • OR Associate degree in Computer Science, Information Technology, Web Development, or a related field and 1+ years of experience in web development.
  • OR Equivalent combination of certifications such as Certified Web Developer, Certified JavaScript Developer, Certified Front-End Developer, and 1+ years of experience in web development.
  • OR 3+ years of relevant professional experience in web development.

  • Ability to work collaboratively with diverse teams, facilitating discussions, and working collectively to achieve common objectives.
  • Strong verbal and written communication skills to interact with various stakeholders, deliver technical information, and provide support.
  • Ability to identify issues, troubleshoot problems, and propose effective solutions ensuring the smooth operation of digital systems.
  • Ability to adapt to emerging technologies, acquire new skills, and stay up-to-date with industry trends and best practices.
  • Exceptional organizational skills to include prioritizing tasks, managing multiple projects concurrently, meeting deadlines consistently and maintaining confidentiality.
  • Ability to be adaptable, flexible, and patient with customers and staff.
  • Ability to create and maintain documentation of training materials including conducting effective training sessions for systems or software.
  • Knowledge and application of cybersecurity practices, including security protocols, vulnerability assessments, and securing online transactions.
  • Knowledge of PCI compliance standards, specifically in managing secure payment card transactions on websites.
  • Capability to coordinate and oversee projects related to website development, migration, and system enhancements.
  • Ability to gain advanced knowledge of Harford County Public Library policies and procedures.
  • Ability to act as a representative of Harford County Public to the public.
Work Environment:

The work environment requires occasional physical effort in handling of light materials, up to 30 pounds, in a non-strenuous work environment. The environment includes moderate noises, such as an office with conversations, photocopiers, and/or computer printers. Work also involves standing or walking up to 60% of the time, requires sitting and use of computer and keyboard for extended periods of time, and observes safe work place practices with uncluttered workspace, including office equipment, avoidance of trips and falls, proper lifting techniques and following fire regulations.

Reporting Relationship:

This position reports to the Information Technology Director. Does not supervise staff. May supervise volunteers.

Work Week:

The primary work schedule consists of weekday shifts but may occasionally require evening and weekend hours.
