The Omaha Housing Authority is seeking a skilled Housing Inspector to conduct inspections of public housing units and privately owned rental dwelling units to ensure compliance with National Standards for the Physical Inspection of Real Estate (NSPIRE), the OHA Administrative Plan, Housing Quality Standards (HQS) as outlined by HUD Housing Inspection Manual and/or City of Omaha Building Codes.
Key Responsibilities- Conduct initial, annual, follow-up, complaint, and special inspections of public housing units and privately owned rental dwelling units.
- Determine compliance in accordance with HUD rules & regulations, City of Omaha Building Codes and OHA policies and procedures.
- Inspect rental property, selected by certified applicants to assure that only those units that meet standards are approved for the Section 8 program.
- Inspect property annually or as assigned to assure continued compliance.
- Conduct follow-up inspections to ensure that violations have been corrected.
- Conduct inspections initiated by unresolved complaints by landlords-agents and residents.
- Verifies uninhabitable units due to fires, floods, storms, etc.
- Develop and maintain rapport with owner, manager and residents to encourage compliance standards.
- Responds to owner/landlord calls and requests.
- Make referrals to appropriate OHA personnel in cases of demonstrated need of social service that impacts on Section 8 eligibility.
- Confirm that all dwellings contain the number of bedrooms and types of utilities and services as contained in leases.
- Testify at court hearings when requested by Manager or Supervisor regarding inspections.
- Submit accurate and legible completed inspection forms and daily logs to Housing Clerks indicating whether dwellings passed or failed inspection.
- Consult City of Omaha code enforcement division, County Health Department, utility companies, regarding inconclusive pass/fail items to clarify standards.
- Ability to express ideas orally and in writing, as well as the ability to communicate solutions of housing maintenance problems to property owners.
- Ability to diagnose and analyze housing conditions.
- Ability to work independently.
- Working knowledge of building maintenance problems.
- Ability to learn and interpret NSPIRE and Housing Quality Standards and perform duties with OHA Standards.
- Knowledge of housing inspection techniques, procedures and practices.
- Associates degree with two years experience in fundamentals of property inspection and maintenance, or any equivalent amount of education and experience.
Work is performed in the field at a variety of homes and apartment complexes, amid normal conditions of dust, odors, fumes, and noises and involves considerable public contact.
