Job Summary

We are seeking a highly skilled Budget Analyst - Capital Expenditures to join our team. As a key member of the capital infrastructure portfolio management team, you will be responsible for overseeing the city and non-city capital infrastructure portfolio.

In this role, you will play a lead role in reviewing Certificate to Proceed (CP) submissions, ensuring that proper documentation and protocols are followed. You will also advise facilities on responses to OMB's CP questions and manage CP workflow to ensure timely project requests are logged in the CP Tracker.

You will create new project IDs, budget code modifications, and object code modifications in FMS, as well as set up new accounts in PeopleSoft and prepare and share Capital Project Budget Authorizations (CPBAs) with facilities.

This position requires strong analytical and problem-solving skills, as well as excellent communication and writing abilities. You will work closely with various stakeholders, including facilities, OFD accounting staff, and Central Finance, to resolve budget issues and manage the capital reserve account.

Requirements and Qualifications
  • A Master's degree from an accredited college or university in Healthcare, Hospital, Public or Business Administration, Industrial/Organizational Psychology, Organizational Behavior, or a related discipline and three years of full-time experience planning, developing, and monitoring programs, systems, and/or procedures in support of administrative management initiatives.
  • A Baccalaureate degree from an accredited college or university in disciplines listed above and four years of full-time experience, two years of which must have been in a responsible managerial or supervisory capacity.

The ideal candidate will possess knowledge of the NYC Capital Budget Process, Pivot Tables, and data analysis. Experience working with financial management systems (FMS) and PeopleSoft is also highly desirable.

An estimated salary for this position is $95,000 - $115,000 per year, based on experience and qualifications. This estimate is based on industry standards and may vary depending on factors such as location and market conditions.
