Position Overview:
This is a senior-level procurement role focused on managing competitive, cooperative, sole source, and emergency purchasing activities in alignment with the policies and timelines of the Commonwealth of Virginia. The position emphasizes the evaluation, development, drafting, negotiation, and execution of contracts.

Key Responsibilities:

  • Manage competitive, cooperative, sole source, and emergency procurement processes in compliance with established policy requirements.
  • Concentrate on contract evaluation, development, drafting, negotiation, and execution within the framework of prescribed procurement procedures.
  • Assess price and non-price elements across vendor proposals to identify cost savings, service enhancements, and other beneficial factors for the organization.
  • Procure a diverse range of complex commodities through a centralized purchasing strategy.
  • Collaborate with suppliers to secure high-quality products, timely delivery, and reliable service at optimal pricing.
  • Propose enhancements to procurement methods and actively participate in initiatives aimed at improving departmental processes.
  • Design and implement effective business practices and operational procedures.
  • Additional responsibilities may be assigned as necessary.

Compensation:
Salary range: $61,000 - $98,300.80 annually.

Minimum Qualifications:

  • Education: Bachelor’s degree.
  • Experience: A minimum of five years of relevant experience. An additional four years of experience may substitute for the degree requirement.
  • Licensure: No specific licensure required.

Physical Requirements:
This position primarily involves sedentary work with extensive use of desktop computers. Occasional travel may be required for meetings and programs.
