Position Overview
This role is essential within the Office of Audits (AUD), a component of the Office of the Inspector General (OIG) at the U.S. Department of State. The AUD is tasked with the critical responsibility of planning, executing, overseeing, and coordinating audits and evaluations of significant programs both domestically and internationally.

Key Responsibilities
The selected candidate will:
1. Conduct auditing or evaluation assignments as part of a collaborative team, utilizing established procedures and methodologies.
2. Analyze data to identify potential instances of fraud, waste, or mismanagement within the Department or USAGM operations.
3. Generate both quantitative and qualitative insights by meticulously reviewing and extracting relevant information from various files and reports.
4. Contribute to the formulation of conclusions and draft findings, ensuring that all results are substantiated and adhere to established standards, while guaranteeing that recommendations are logical and well-founded.
5. Engage in comprehensive audits, evaluations, and special inquiries involving Department and USAGM entities, which may include operations in crisis or post-conflict regions.
6. Collaborate effectively with team members and maintain productive relationships with personnel from audited entities.
7. Actively participate in resolving challenges and issues by proposing viable solutions.
8. Uphold the principles of equal opportunity and contribute to achieving the program's objectives.

Qualifications
Applicants must fulfill all required qualifications, including educational prerequisites and any selective placement factors specified. A copy of the college transcript must be submitted if qualifying based on education.

Basic Requirements for Performance Auditors
- A Bachelor's Degree or higher in auditing or a related field such as business administration, finance, public administration, or accounting. Degrees in economics, public policy, international relations, international affairs, or political science may also be considered.
- Alternatively, a combination of education and experience totaling at least four years in Performance Auditing or an equivalent combination of auditing experience, college-level education, and training that provides professional auditing knowledge.

Additionally, candidates must possess one of the following:
- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
- Completion of a degree that includes substantial coursework in auditing or accounting (e.g., 15 semester hours).

Specialized Experience Requirements
For GS-9 Applicants:
- At least one year of specialized experience relevant to the position, equivalent to the GS-07 level in the Federal service.
- Experience in developing routine audit plans, reviewing and analyzing data, and evaluating management systems.

For GS-11 Applicants:
- At least one year of specialized experience relevant to the position, equivalent to the GS-09 level in the Federal service.
- Experience in conducting comprehensive audits and evaluations, preparing reports, and assessing program effectiveness.

Education
This position requires a Basic Requirement/Positive Education requirement. All applicants must submit transcripts to be considered for this role.
