General Responsibilities:

The Eligibility Manager within the Employment & Training Services is tasked with delivering strategic leadership and oversight in collaboration with other senior management personnel. This role involves direct supervision of the Eligibility Supervisor and Technicians, ensuring effective program management and operational excellence.

Key Duties and Responsibilities:

  • Foster a collaborative atmosphere among staff to enhance service delivery for participants.
  • Recruit, mentor, assess, and develop team members.
  • Oversee accurate data management related to various assistance programs, ensuring compliance with established standards.
  • Collaborate with senior management to maintain effective communication and accountability across teams.
  • Act as a representative of the organization, engaging with external partners at both state and national levels.
  • Ensure compliance with all regulatory requirements and organizational policies across supervised programs.
  • Regularly review and update program policies and procedures, contributing to strategic planning efforts.
  • Manage grievance and appeal processes in accordance with established guidelines.
  • Compile and analyze quarterly performance metrics for all supervised programs.
  • Provide technical assistance to tribal village subcontractors.
  • Ensure timely submission of internal and external program reports, and prepare for audits as required.
  • Monitor and manage program budgets, ensuring fiscal responsibility.
  • Oversee quality improvement initiatives and associated expenditures.
  • Conduct reviews of case files to identify training needs and ensure accuracy.
  • Address policy-related issues with senior management as they arise.
  • Maintain confidentiality in line with organizational policies.
  • In partnership with trainers, identify training needs and develop ongoing educational programs.
  • Facilitate training for eligibility technicians on system navigation and application processes.
  • Develop familiarity with state eligibility systems and relevant databases.
  • Participate actively in departmental meetings and training sessions.
  • Perform additional duties as assigned.

Minimum Requirements:

  • Bachelor's degree in Social Services, Business Management, or a related field; relevant experience may substitute for educational qualifications.
  • At least two years of experience in personnel management.
  • A minimum of two years of experience in budget oversight.
  • Knowledge of Alaska Native and American Indian cultural resources.
  • Valid driver's license and insurability under organizational policies.
  • Employment contingent upon satisfactory background checks.

Preferred Qualifications:

  • Experience in employment, training, or social service program management.
  • Familiarity with Temporary Assistance to Needy Families program management.
  • Experience with eligibility-based programs such as Food Stamps, Adult Public Assistance, General Assistance, and Medicaid.

Physical Requirements:

  • Primarily operates in an office environment, requiring extended periods of desk work and computer use.
