Job Title: EMTS Enforcement Services Compliance Investigator HFEMS

Join the Colorado Department of Public Health and Environment (CDPHE) as a Compliance Investigator in the EMTS Enforcement Services team. As a key member of our team, you will play a critical role in ensuring compliance with state laws and regulations related to emergency medical and trauma services.

About the Role:

This position is responsible for conducting investigations and enforcing compliance with state laws and regulations related to EMTS. You will work closely with the EMTS Enforcement Coordinator to provide instruction, guidance, and oversight on the handling of complaints and investigations. Your expertise will be essential in assessing the complaint intake process, determining the priority of assigned cases, and monitoring all disciplinary and enforcement investigations and actions involving EMTS providers, ground ambulance agencies, air ambulance agencies, trauma centers, education programs, and emergency medical responders.

Responsibilities:
  • Conduct investigations and enforce compliance with state laws and regulations related to EMTS
  • Work closely with the EMTS Enforcement Coordinator to provide instruction, guidance, and oversight on the handling of complaints and investigations
  • Assess the complaint intake process and determine the priority of assigned cases
  • Monitor all disciplinary and enforcement investigations and actions involving EMTS providers, ground ambulance agencies, air ambulance agencies, trauma centers, education programs, and emergency medical responders
  • Prepare detailed confidential reports and summaries of investigations
  • Maintain records of investigations and related data
  • Provide presentations and training on applicable laws, certifications, and licensure regulations
Requirements:

To be successful in this role, you will need:

  • Seven (7) years of professional experience as an investigator or attorney at law or legal interpretation/application or legal or regulatory enforcement with the enforcement of laws and regulations
  • Or a Bachelor's degree from an accredited institution in law, criminology, or closely related field and three (3) years of professional experience as an investigator or attorney at law or legal interpretation/application or legal or regulatory enforcement with the enforcement of laws and regulations
  • Or a Master's degree and a Bachelor's degree in law, criminology, or closely related field will substitute for six (6) of the years required and an additional one (1) year of professional experience as an investigator or attorney at law or legal interpretation/application or legal or regulatory enforcement with the enforcement of laws and regulations
Preferred Qualifications:

We are looking for candidates with:

  • A minimum of three years of experience in a compliance role
  • A J.D. or paralegal certificate
  • A Bachelor's degree in legal studies, criminal justice, or related field
  • Demonstrated knowledge of relevant laws and regulations
  • Highly organized and detail-oriented
  • Ability to work independently with minimal supervision
  • Strong problem-solving and decision-making skills
  • Excellent written and oral communication skills
  • Ability to exercise sound judgment and decision-making skills
  • Ability to have difficult conversations with members of the regulated community
  • Ability to analyze facts, data, and evidence to arrive at a logical conclusion
  • Ability to analyze and interpret clinical evidence and clinical care to identify gaps
  • Ability to observe, electronically record, and interpret information
  • Ability to perform the physical demands of this active position
  • Ability to explain to a judge or other tribunal concepts that are large in scope as well as case-specific details as to why a particular determination was made
  • Advanced Interpersonal and conflict management skills
